Renovation of a power facility in Groton, Connecticut. Completed plans call for the renovation of a power facility.

The work includes the replacement of the entirety of M2M and M12N 13.8KV feeders from switches SW 204 & SW 206 to the Main Substation and from the Main Substation to switches SW451, SW574 and SW575. See attached Specifications & Drawings (Attachments B & C) for full scope. Work to be performed at Naval Submarine Base New London. **Only those Contractors listed under the MACC contracts below are allowed to bid on this project: Benaka, Inc. N40085-21-D-0066 The proposed price shall be held at least 90 days. Disclosure of Magnitude of Construction: $1,000,000 to $5,000,000 REQUEST FOR INFORMATION (RFI): RFI must be submitted in writing using the attached RFI form (Attachment K) via email to kristin.l.zambarano.civ@us.navy.mil no later than 10AM EST on Thursday, 06 June 2024. No further questions will be accepted after that time. An amendment will be issued with the consolidated RFI responses. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Description of Project: Inspect, replace and repair Shore Power Feeders M2M/M12N & SW204 consists of the replacement of a designated section of feeder cables that run from the main substation (463) down through the golf course. This involves the implementation of numerous T-Tap splices and terminations throughout the route of replacement as outlined in the attachment. SW204 will also be replaced on existing equipment pad, requiring the pad to be modified and the feeders to be extended to support the installation of the new switch. De-watering will occur as necessary due to work being conducted in manholes. Certain replacement of manhole features will occur. Duct bank repair/replacement may occur after further investigation. Requirements: 1. Any job trailers will be kept to the minimum necessary to complete the project and will adhere to the requirements of reference (a) paragraph 8-3.1.11, with no administrative personnel permitted in job site trailers. 2. Project does not change any function, affect any protective construction, of the frequency/duration/population of the SEC CERT. 3. No change in the scope of the project permitted without direct review and approval by SUBASE Explosive Safety Officer (x-3901). 4. NAVFAC shall ensure personnel are aware and familiar with SUBASE emergency alarms, Giant Voice, Shelter in place and Lock Down policies and plans. 5. IAW reference (a) paragraphs 8.1.2.1b (6) and (7) explosives safety site approval is not normally required for waterfront maintenance, repair and utility replacement projects (Examples include grass mowing, underbrush removal in magazine areas; minor road maintenance/repair; utility line servicing; floor and roof repairs; and painting of facilities) where the construction work can be controlled so as not to occur concurrent with explosives handling and no other ESQD arcs are present. This would apply to most Naval Stations, Supply Centers, Ship Repair Facilities and Submarine Base piers as well as aircraft cargo loading (red label areas) and combat aircraft loading areas that do not have explosives hazards constantly present. 6. Notify NSSF Weapons Department, WDO (860) 625-4413, before commencing and upon completion of job each day. 7. NAVFAC shall ensure compliance with the requirements for operation of a Low Speed Vehicle (LSV) (Gator) on SUBASE New London. Provide training and document (annually). 8. Concurrent ordnance operations and worker maintenance/ repairs is not authorized. Additionally, ensure that all workers fully indoctrinated and documented in Explosive Safety (ES) and the Hazards of Electromagnetic Radiation to Ordnance (HERO) concerns for the installation. To include regulations on cell phone, smoking and equipment/ tool grounding.
