The Project consists of HMA road resurfacing, base repairs, and drainage along Adams Street from Beech Road to Chestnut Street and St. Joseph Street from Adams Street to Superior Street. The project is more particularly described on plans and specifications prepared by The Troyer Group, 3930 Edison Lakes Parkway, Mishawaka, IN 46545, phone (574)-259-9976. Bids will be received for a Single Prime Contract. Bids shall be on a lump sum and unit price basis, with bid items as indicated in the Bid Form. Liquidated damages in the amount of Five Hundred Dollars ($500) per day of delayed or unsatisfactory completion of the Contract, beyond the agreed upon completion date, shall be paid by the Contractor to the Owner pursuant to the terms and conditions of the written contract ultimately entered into by the successful bidder and Owner. The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or make such combination of proposals as may seem desirable, and to waive any and all informalities in bidding. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. No proposals may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days. A conditional or qualified Bid will not be accepted. Award will be made to the lowest responsible and responsive bidder. The lowest responsive and responsible bidder shall be determined by the Owner. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction shall apply to the Project throughout. Any questions about bidding conditions must be received in writing no later than Friday, May 24th, 2024, at 5:00 p.m., Local Time. The Owner is exempt from all federal, state, and local taxes, and will not be responsible for any taxes levied on the Bidders because of any contract award. PROJECT DESCRIPTION This project is a resurface of approximately 2600 ft of Adams and St. Joseph streets in the Town of Osceola. This project includes profile milling and resurfacing 1.5 in. of new pavement, installation of speed humps, new pavement markings, and all necessary incidentals as shown on the plans and indicated in the Special Provisions.
