construction services for the following: Construction improvements consisting of installing one or more of the following: removing existing full-depth bituminous pavement and areas of compacted gravel, excavation to proposed subgrade, placement of new full-depth bituminous pavement, and installation of a new sanitary sewer stub-out piping and manhole across an existing parking lot to be paved. Improvements to be made at the following facility: Franklin County High School 700 Tanyard Road, Rocky Mount, VA 24151. Bidders for the project are required to submit a qualifications statement to assist Franklin County Public Schools (FCPS) with regard to its evaluation and determination of the lowest qualified bidder. FCPS reserves the right to reject any and all bids, and to waive any irregularities contained therein. FCPS reserves the right to remove work from one or more of the individual facilities from the Contract. FCPS must approve the award of any contracts. Bid bonds are required for contracts in excess of $100,000. The exception would be if the bid from the lowest responsible bidder exceeds available funds, in that situation FCPS reserves the right to negotiate with the low bidder to obtain a contract within available funds. Negotiation will occur only when the low responsive and responsible bid does not exceed the available funds by more than 5% and will be based only upon: 1) Amount, size or length of design elements to be built, 2) Change in materials; 3) Change in installation practices; and/or 4) Modification of design and/or location of project elements. Bids must be accompanied by a bid guarantee of 5% as specified in the Instructions for Bidders. Qualifications of bidders will be required as detailed in the Instructions for Bidders. Details include: contracts on hand (amount of each contract and anticipated dates of completion), major equipment available for this contract, experience in construction similar to this project, credit available, and default on previous contracts or failure to complete any work awarded. Bidders must be licensed as a Class A or Class B contractor in the Commonwealth of Virginia, as applicable. The bidder's attention is directed to the Code of Virginia, Chapter 11, Title 54.1 "Contractors". A conditional or qualified bid will not be accepted. Construction shall comply with all applicable federal, state and local laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project. The finished project will become part of the Franklin County School System and will comply with all applicable requirements set forth by VDOT including but not limited to "Virginia Department of Transportation's Standard Road and Bridge Specifications 2022" and "Virginia Department of Transportation's Road and Bridge Standards Volume I & II 2016".
