Invitation for Bids (IFB) Set-Aside for Small Businesses, W50S8523B0012, # VGLZ212031 REPAIR MV TRANSFORMER TP1414 BUILDING 1414 NAICS Code: 237130 - Power and Communication Line and Related Structures Construction Selfridge Air National Guard Base, MI 48045, intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the Construction of VGLZ212031 REPAIR MV TRANSFORMER TP1414 BUILDING 1414 . The project scope is as follows: the contractor shall Remove/ Replace existing three (3) transformers are pole mount type mounted on the ground, Install/ Construct new 5/15 kV electric Service, including new concrete pad, one (1) new manhole, Concrete encased duct bank, new Pad mounted loop feed dead front fused 750 KVA, 5/15 kV 3-phase Transformer, new 5/15kv dead front loop feed fused load break switch, and new grounding system per drawing and specifications. The Contractor shall also obtain digging permits for all underground work including but not limited to demotion work and installation of new duct bank, installation of new concrete pads, and excavation, back filling or soil boring installation of new conduits, new steel reinforced concrete duct bank, new ground rods, new ground loop, new concrete pads for all equipment, and new bollards. At the conclusion of the project, the contractor shall be responsible for preparing as built construction documents on completion of project. Brand Name Justifications: Model G981682 Itron Centron Polyphase electric meter (with RF) The contract duration will be 360 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Businesses, The North American Industry Classification System (NAICS) Code is237130 - Power and Communication Line and Related Structures Construction with a small business size standard of $45.0 Million in annual revenue. The magnitude of construction is between $250,000-$500,000.00. The tentative date for issuing the solicitation is on-or-about 18 June 2024. The tentative date for the pre-bid conference is on-or-about 9 July 2024 10:00 a.m. local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 5 July 24 via email to steven.stocking.2us.af.mil and anna.randall.1us.af.mil The bid opening date is tentatively planned for on-or-about 18 July 2024. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.SAM.gov. Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees. in performance of the contract for General construction, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded". In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. (3) In accordance with FAR Part 14, 36, and FAR 19.805, the successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsive and responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.
