Demolition, site work and new construction of a water / sewer project in Ames, Iowa. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

As of August 8, 2024, this project has not yet been awarded. A timeline for the award has not yet been established. The Project includes the following Work: The construction of two activated sludge basins, a new ML Splitter Structure, aeration equipment for the new activated sludge system, an expansion of the existing solids contact splitter box, and a new electrical building; the installation of RAS pumping station and centrifugal pumps, a sludge densification hydrocyclone system, a multirake bar screen, screening wash press, manual bar rack, grit handling equipment in a new grit removal building; and the demolition of the existing administration building and construction of a new administration and maintenance building; and all necessary connections and appurtenances. After award and approval of contract and performance bond, the Work on this contract shall be substantially complete on or before March 31, 2027, and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before June 30, 2027. Should the contractor fail to complete the work by these dates, liquidated damages of $4,000.00 per calendar day will be assessed for work not completed within the designated contract period. The Bid must be accompanied by Bid security as defined in Code of Iowa Section 26.8 and specified in the Instructions to Bidders. Bid security to be made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price. Each successful Bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond shall be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contract, and shall also guarantee the maintenance of the improvement in good repair for a period of two (2) years from and after the substantial completion and acceptance by the City. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa Statutes, a resident Bidder shall be allowed a preference as against a nonresident Bidder from a state or foreign country if that state or foreign country gives or requires any preference to Bidders from that state or foreign country, including but not limited to, any preference to Bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to Bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident Bidder is a resident. In the instance of a resident labor force preference, a nonresident Bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident Bidder is a resident. Bidders shall comply with federal wage rates. The City of Ames reserves the right to reject any or all Bids, to waive informality, and enter in such contract, as it shall deem to be in the best interest of the City. All Bids shall remain subject to acceptance for 60 days after the time set for receiving Bids and no bid may be withdrawn during this period. The Contract Times will commence to run within 30 days after the Effective Date of the Contract or at the end of the Bid acceptance period, whichever is earlier. Contract award shall be made based on the lowest responsive and responsible Bidder. Any Contract or Contracts to be awarded are expected to be funded in part by a loan from the Iowa Clean Water Fund. This procurement will be subject to regulations contained in appropriate state statutes. Disadvantaged Business Enterprises (DBEs), including Women's and Minority-owned businesses, are encouraged to submit Bids for this Project. Bidders must demonstrate positive efforts to utilize DBEs. This procurement will be subject to regulations. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. Est. Value: $ 44,700,000.00
