The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. The Project consists generally of the following major items: Cleaning and lining of approximately 4,100 LF of 6-inch water main and approximately 4,400 LF of 12-inch water main, including temporary water service and all associated appurtenances along with pavement repair, surface restoration, erosion control measures and traffic control. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N. C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding DESCRIPTION A. Scope: 1. Provide labor, materials, tools, equipment and incidentals shown, specified and required for temporary potable water service during the Work. Provide all materials, labor, equipment, power, maintenance, etc. to implement a temporary water system for the purpose of providing water service for the duration of the proposed Work. 2. Design and provide temporary water systems, including plugs, bulkheads, and line stops as required; pumps; piping, supports, and valves; fuel and electricity as required; personnel; and appurtenances. The temporary water system shall be complete and suitable for its service and operating environment. 3. All temporary water systems shall be provided in such a manner that all public health and safety requirements of the State and City shall be strictly adhered to at all times. It shall be the responsibility of the Contractor to familiarize himself with all State and City public health and safety requirements, as they may affect the work under this contract. All temporary bypass systems shall be provided, kept in repair, and maintained in such a manner so as to prevent injury to persons or damage to the work or public and private property.. 4. All temporary water system components shall be ANSI/NSF Standard 61 Certified for Potable Water Use. 5. Capacity, General: a. Provide the temporary water system with a minimum 150 psi working pressure rating. b. Pay costs associated with repairing damage to property, including cleaning costs, caused by undersized or inadequate temporary water system. c. Test and verify temporary water system is capable of maintaining water service for an extended period of time prior to isolation and construction. d. Engineer’s acceptance of temporary water system submittals does not relieve Contractor from responsibility for the temporary water system in accordance with the Contract Documents. 6. Obtain Engineer’s acceptance of each temporary water system. Question Deadline 06/14/2024 at 5:00 PM ET The deadline to ensure questions are answered is 5:00 PM on Friday, June 14th, 2024.
