Question Deadline 05/28/2024 at 4:00 PM ET The Village Community Development Districts are requesting bids from qualified firms for Pavement Marking Striping. The Villages Community Development Districts are requesting bids for Pavement Marking - Striping. Qualified firms wishing to respond to "ITB #24B-021 Pavement Marking - Striping" must provide all equipment, labor and materials described in this document, whether directly or through sub-contractors/sub consultants. This does not, however, limit the use of sub-contractors or sub-consultants. The intent of this solicitation is to procure qualified Contractors with a minimum of five (5) years of experience in FDOT pavement marking. It is the intention of the District to award this BID/Contract to the lowest bid price, the most responsive and responsible qualified Contractor; however, the District reserves the right to award this ITB as deemed necessary, prudent and in the best interest of the District. It is the intent of these specifications to describe a complete contract fully acceptable to the District. Even though certain details may have been unintentionally omitted, the Contractor shall nonetheless perform all work necessary to complete work within the contract to the highest industry standards and acceptable to the District. All materials and workmanship shall be first class and shall conform to the highest industry standards or the specifications, whichever requirements are more stringent. The initial term of this Agreement shall be October 1, 2024, through September 30, 2026, with the option to renew for one (1) two (2) year period. Following completion of the initial term, the renewal period shall automatically occur on October 1, unless either party provides a minimum ninety (90) day written notice of non-renewal. The prices awarded by CONTRACTOR shall remain fixed and firm for the initial term of the Agreement. At a minimum of six (6) months prior to the end of the initial term, CONTRACTOR may submit a request in writing to the DISTRICT to negotiate an increase or decrease to the current awarded pricing to become effective for the renewal period. Any agreed upon negotiated price change shall remain firm for the remainder of the one (1) two (2) year renewal term. No increase shall exceed 5%. The successful Bidder will be required to enter into an Agreement for each District awarded to the Contractor. Prior to each renewal period Contractor will be evaluated based on their performance. Successful Contractor will be responsible for all work according to the scope of work, specifications, and attached plans to include all materials, labor, and permitting required to complete the project in a timely and professional manner. During the bidding process, the Contractor shall examine the bid plans and scope to achieve a thorough working knowledge of the contract before submitting a bid. Any labor, services, materials, equipment or tools that reasonably may be inferred in the solicitation document or from prevailing customary work procedures to produce the indicated result will be provided whether or not specifically called for in the documents at no additional cost to the District. Clarifications and interpretations of the Bid Documents shall be issued by the District, as requested, during the question and answer time period. Successful Contractor and any subcontractors will be required to attend a pre-construction meeting after the bid award is approved by the District and the Agreements have been executed by all parties. This contract shall be used to acquire the adequate personnel, machinery, tools, and equipment needed as well as the supplying of, preparation for, and the installation of pavement markings or their removal. As well as any other work required, as it relates to pavement markings, at locations shown on design plans provided to the Contractor or as directed by The Villages District Property Management (DPM). All work shall follow current District practices, policies, procedures, specifications, and standards or related FDOT requirements and/or specifications as provided in its most current Standard Specification for Streets, multi model paths and bridges. The Contractor shall carefully follow the manufacturer's recommendations in the use of all materials used in the preparation, installation, and/or removal of pavement markings within the Districts relative to and by the District's current practices, policies, procedures, specifications, and standards or related FDOT requirements and/or specifications as provided in its most current Standard Specification for Streets, multi-model paths and bridges and related documents or its most current replacement(s) and as may apply. Pre-marking guides (as they pertain to layout) shall be established to mark the location of the permanent pavement marking(s) in the location as shown on the construction plans or as directed by the District. The location shall be verified before the pavement marking(s) or marker(s) is placed. Said pre-marking guides shall not leave a permanent indication on the road surface. Pavement marking(s) or marker(s) shall be placed in accordance with the design or construction plans or as directed by the District. Said pavement marking(s)/marker(s) shall be in alignment when placed and not deviate by more than two (2) inches. Any pavement marking(s) or marker(s) placed and deemed unsatisfactory by the District shall be removed by an acceptable method to the District and properly reinstalled by and at the Contractor's expense. The awarded Contractor's on-site supervisor of the marking(s) crew(s), must be able to read and understand: o Design plan(s), diagram(s), schematic(s), drawing(s) as they relate to pavement markings. o The Contractor's personnel, performing any work within the District, shall be sufficiently skilled in the work of; a) providing pre-marking guide(s) or layout, b) installing, c) removing pavement markings per the District's common practices, policies, procedures, specifications or standards or by the District's supplied design plans. This contract shall be used on an as-needed basis per project with no guaranteed contract dollar amount given. The District shall notify the Contractor of each project required to be completed, in any order and at any time throughout the length of the contract. Each said project shall be completed by the Contractor in its entirety within the time limit, as agreed upon, in writing by the District and the Contractor before any installation, with allowance(s) for inclement weather, as noticed by the District in writing to the Contractor. The Contractor shall plan and meet with appropriate District staff before beginning each project to determine the scope and quantities required of said project. The Contractor shall come to the meeting, prepared with estimates of all pavement markings required of each project to be discussed. Estimated quantities greater than 10% of the difference between the District and Contractor for each type of pavement marking shall be resolved by a meeting in the field with a representative of the District and the Contractor and field verifying those items for which there are noted differences. The District has the prerogative to change quantities after the meeting and before acceptance of the project, as provided in writing by the District. Said quantity changes by the District shall be done by the Contractor only upon written authorization from the District. The Contractor shall be required to complete said written changes before final written acceptance by the District. The Contractor shall immediately contact the District upon each occupation of the site. If for any reason Contractor will not occupy the site during a scheduled project's work time, the Contractor shall notify the District as to the reason why the site will not be occupied and establish the next date certain of the intended site's occupation. All personnel as well as materials and machinery needed to complete the day's work shall be on site and/or in the Contractor's possession upon the Contractor's arrival at the project's site.
