The scope of work includes providing and furnishing all the labor, materials, necessary tools, expendable equipment, transportation services, and landfill space required to perform and complete the collection, processing, and/or disposal of refuse, yard waste, organics, and recyclable material, in a legal manner all in strict accordance with the contract. All proposals shall be accompanied by Proposal Security in the form of a surety bond, certified check, or bank cashier's check made payable to the City of Elgin in the amount of $250,000.00. Contractors may not withdraw their proposal after the proposal opening without the approval of the Purchasing Director and City. Requests to withdraw a proposal must be in writing and properly signed. Contractors may, however, withdraw their proposal at any time prior to the scheduled proposal opening. Any proposal submitted unsealed, unsigned, fax transmissions or received after the date and time, shall be disqualified, and returned to the Contractor unopened. The City of Elgin reserves the right to reject any and all proposals or parts thereof, to waive any irregularities or informalities in procedures and to award the agreement(s) in a manner best serving the interests of the city.
