DBE Goal 8.68% The City of Austin (City), hereafter referred to as Owner, desires to select a Construction Manager-at-Risk firm through a one-step evaluation and selection process. This solicitation complies with applicable City Policy and the laws of the State of Texas law, including Texas Government Code Title 10, Subtitle F, Chapter 2269. Owner will select the successful Offeror that submits the proposal offering the best value to the City based on the published Evaluation Criteria. Owner will evaluate and rank each responsive submittal with respect to the published Evaluation Criteria contained in this solicitation as expeditiously as possible. Owner may determine that it is necessary to interview Offerors prior to ranking the offerors or making a recommendation to the City Council. Below is a summary of information related to this Solicitation. Potential Offerors are cautioned to refer to all other sections of the Solicitation Documents, Clarifications and/or Addenda for further details. Evaluation Criteria are specified in Section 00101CMR. Owner is requesting documentation of qualifications and other relevant information for Construction Manager-at-Risk services to perform all Work required for the following Project: Project Name: Arrivals and Departures Hall (AEDP) Project Location: AUS : 3600 Presidential Blvd. Austin, Texas 78719 Solicitation Number: CLMA055 CIP ID #: 13182.001 The project budget is currently Six Hundred Twenty Million Dollars ($620,000,000). SCOPE OVERVIEW/BACKGROUND INFORMATION A primary goal of this project is to facilitate the continued growth of Austin-Bergstrom International Airport (AUS) and establish it as the preferred airport for Central Texas. This project is one major component of the AUS Airport Expansion and Development Program (AEDP) and will be designed and constructed while other components are underway as well. The new Arrivals and Departure Hall Project (A/D Hall) will establish a gateway and a new "front door" for the airport and passengers traveling through AUS. The initial phase Base Scope of the new A/D Hall Project includes the removal of the existing Red Garage, the re-alignment of Presidential Blvd, curbside and new roadways, as well as the addition of pedestrian bridges connecting parking and rental car facilities over the curbsides to the new A/D Hall, and all associated utilities infrastructure work as needed. The new A/D Hall building will include the passenger ticketing check-in lobby, domestic baggage claim, enhanced passenger circulation, concessions, public restrooms and related amenities as well as additional space for airlines, the Department of Aviation (DOA), tenants including the Transportation Security Administration (TSA), and a wide range of airport support and building systems. A direct connection will be made to the existing Barbara Jordan Terminal (BJT) to allow uninterrupted passenger circulation to the security screening areas. The Baggage Handling System (BHS) will be delivered by a separate BHS design and installation team. Additional scope in this phase includes the renovation required in the existing BJT to support its eventual conversion to a dedicated airside Concourse A. In subsequent phases, security screening area will be removed from the BJT and relocated to the new A/D Hall. At all times, the operations of the airport must be maintained including pedestrian access to the BJT from the parking lots as well as vehicle curbside drop-off and pick-up of passengers at the BJT. These combined efforts will further position AUS as a leading large airport, meeting the air service needs of the region, maintaining an excellent passenger experience and providing flexible expansion options to accommodate dynamic airline growth. Contract Time is of the essence. All Work shall be substantially completed within 1775 calendar days after date specified in the written Notice to Proceed with Preconstruction Phase Services, subject to change with Owner's approval as the Preconstruction Phase progresses and the schedule becomes more defined. Any modification to the schedule will be provided in writing. Offerors are recommended to attend the non-mandatory virtual Pre-Response Meeting to ensure their understanding of Owner's Solicitation request, contracting requirements, and DBE Procurement Program requirements. Offerors will have the ability to participate by logging into the Microsoft Teams meeting. As part of the sign-in requirement, Offerors who log into the virtual meeting will be asked to provide first name, last name, name of organization, phone number, and email address of individual persons wishing to participate and whether the organization is a Prime and if it is a registered WBE or MBE. Instructions on how to connect to the Pre-Response Meeting virtually are provided in the above link. All addenda and answers to Offeror's questions will also be posted in the attachments section for each solicitation on the City's Austin Finance Online Website. In order to receive these documents, an Offeror must subscribe to the solicitation in Austin Finance Online. The persons listed below may be contacted for information regarding this solicitation.
