**Contractors wanting to bid; must purchase the specifications from the city. This will put the contractors on the official Plan Holder's List, where they will receive updates on Addendums, etc., and provide the blue bid schedule required for the bid.** No bid will be considered unless it is made on a proposal form furnished by the City. All proposals or bids shall be accompanied by cash, a check payable to the City of Loma Linda and certified by a responsible bank for an amount which shall not be less than ten percent (10%) of the bid or by a bond for the amount over and above all statutory exemptions, or by a bond of an accredited surety company. The check or bond will be declared forfeited if the successful bidder refuses to enter into a contract within ten (10) calendar days following receipt of the contract from the City. In accordance with the provisions of Section 1770 of the California Labor Code, the Director of the Department of Industrial Relations has ascertained the general prevailing rates of per diem wages in the locality in which the work is to be performed. Additionally, this project is being funded, in part, with Community Development Block Grant funds and all associated rules and regulations will apply including but not limited to federal prevailing wages under the Davis-Bacon Act. This information is on file at the Office of the City Clerk, City of Loma Linda, California, and will be made available to any interested party upon request. Payments to the successful bidder's employees shall conform to the applicable prevailing rates. The successful bidder will be required to furnish a labor and materials bond and a faithful performance bond in the amount equal to 100% each of the contract price, such bonds to be secured by a surety company or surety companies satisfactory to the City Council of the City of Loma Linda. For any monies earned by the Contractor and withheld by the City of Loma Linda to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Chapter 13 (commencing with Section 4590) Division 5, Title I of the Government Code of the State of California. The successful bidder must possess a Class A or Appropriate Contractor's license at the time of award of this contract. The City of Loma Linda reserves the right to reject all bids and re-advertise if the City determines that acceptance of the lowest bid will not be in the best interests of the City of Loma Linda. SCOPE OF WORK: Installation, testing, service and maintenance of systems utilizing the transmission and/or transference of voice, sound, vision and digital for commercial, educational, security and entertainment purposes for the following: TV monitoring and surveillance, background-foreground music, intercom and telephone interconnect, inventory control systems, microwave transmission, multi-media, multiplex, nurse call systems, radio page, school intercom and sound, burglar alarms, fire alarms, and low voltage master clock systems in commercial buildings. Communication Systems that transmit or receive information and/or control systems that are intrinsic to the above listed systems; inclusion or exclusion of terminations and testings of conductors determined by their function; excluding all other data systems or multiple systems which include control function or power supply; excluding installation of raceway systems, conduit systems, line voltage work, and energy management systems. Does not cover work performed at China Lake Naval Ordnance Test Station.
