Site work for a residential development in Port Alberni, British Columbia. Completed plans call for site work for a residential development.
The purpose of this Request for Proposal is to solicit submissions from qualified and experienced firms to replace up to 300 Existing water meters with 5/8" Kastrup water meters, provided by the city. Final number of units replaced will be based on budget and operational needs. The successful firm will be responsible to install water meters provided by the City, and responsibilities will include but are not limited to: Section A - Installation Locate existing meter and verify a functioning water shut off Document Serial numbers, size, and reading of outgoing and incoming meter. (paperwork provided by the city) to provide all record keeping requirements for the City records. Install new meter in home or pit meter box as required Test Meter for function and leaks Return all removed meters to City Works Yard Warranty of any issues directly resulting from the installation of the replacement meter for a 6-month period following project completion. (i.e. leaks). Section B - Contact with Homeowners and Communication with City Schedule appointments with homeowners at least 48 hours in advance. The City will provide a list of properties where replacements are to be installed. Make a minimum of three documented contact attempts with each residence/property owner (if necessary) using a combination of mail, in person canvassing of residences, door hanger notices, or phone calls. One of the three contact attempts must include provision of a written notice that contains the following information, at minimum: a) A general description of the process that will be undertaken to replace the meter. b) Contact information to make an appointment for the replacement of the meter. c) A clear indication that the water will be shut off to complete the replacement. d) A 24-hour emergency contact number to call for repair or malfunction of the meter following installation. Deliver a Final Notice letter(s) sent directly to the homeowners and tenants whom are unresponsive, noting the lack of response to previous contact attempts and instructing the owners to phone and book an appointment within a two-week time span. At this point, the Contractor will have fulfilled its contractual obligation for contact with that address. The City may assist in securing appointments with homeowners to facilitate completion of replacements at all properties identified for new meter installations. If the City assists in securing an appointment during the operational / installation phase of the contract, the Contractor will be required to fulfil the appointment. The City will provide support to the project manager on an on-going and timely basis (i.e. not held until the end of the project). Provide weekly progress reports to the City. Progress reports to include documented contact attempts for each property, addresses of installations completed, and addresses where installations are outstanding, and information regarding any special installations or outstanding items that require approvals or City action. Section C - General Identification must be carried and shown by all staff at each appointment. As designated prime contractor, the contractor will be responsible for site safety and compliance with all provincial and federal regulations. Contractor to ensure all employees entering private residences have a completed clear criminal record check. Section D - Qualifications Contractor must be a licensed journeyman plumber with Red Seal Certification. Proof of license must be submitted with the tender documents. Contractors must have experience with municipal water servicing. A minimum of two references are required.
