This project is located in the CUF neighborhood of the City of Cincinnati centered along Clifton Avenue between Lyon Street to the North and Hastings Street to the South. The project will evaluate the abandonment of approximately 2,600 linearfeet of 18-inch to 42-inch combined sewer and the replacement of approximately 50 linear feet of sewer line connecting Moerlein Avenue to Warner Street. In addition, this project includes restoration of associated service laterals, which will redirect flow from 149 Warner Street to the existing sewer line on Sauer Avenue, disconnecting laterals on Sauer Avenue from the proposed abandoned sewer line, and connecting to the existing sewer line on Sauer Avenue as well as the replacement and extension of the sewer line from Detzel Place to Moerlein Avenue. The existing sewer system is under numerous structures and contains several extreme-risk segments beyond the point of rehabilitation and this project will alleviate the risk of sewage surfacing and sewer backups due to pipe collapse in the downstream portions of the sewer slated for abandonment. Questions Due Date: Jun 4th 2024, 1:30 PM EDT SCOPE OF SERVICES A general outline of work required is provided in this RFQ. It is not intended to be all-inclusive, as a detailed scope of work will be developed during negotiations with the selected Offeror. It is anticipated that professional engineering and related consulting services shall be provided to support the referenced project during the planning, design, and construction phases. The anticipated term of the contract resulting from this RFQ is five (5) years with two (2) one-year extensions. Services to be provided in the planning phase may include, but are not limited to, preparation of a Business Case Evaluation (BCE) that includes development and evaluation of alternatives and recommends an alternative that addressesthe project needs. It must evaluate the existing sewer segments and address the sewer segments that are listed as at-risk and sewer segments that are structurally deficient. Planning services may also include, but are not limited to, project management, data collection and review, modeling, hydrologic evaluation, risk assessment, evaluation of potential real property impacts and easement requirements, development of an opinion of probable construction cost of the proposed alternatives and recommendation, environmental and ecological services, flow monitoring, CCTV inspections, subsurface utility investigations, geotechnical investigations and report, and topographic surveying services dependent upon the development and needs of the BCE.
