Site work for a mixed-use development in Centralia, Washington. Completed plans call for site work for a water / sewer project.
1. Services under this agreement shall commence upon written order from the County to the contractor. This order will constitute authorization to proceed. 2. The Contractor shall complete the services under this agreement within the time for completion specified in the Scope of Work, including any amendments. The Contractors services are completed when the County notifies the Contractor in writing that the services are complete and are acceptable. The time for completion shall not be extended because of any delay attributable to the Contractor but may be extended by the County in the event of a delay attributable to the County, or extraordinary circumstances beyond the control of the Contractor. If at any time the Contractor believes that the time for completion of the work should be extended because of delay caused by an unexpected event, or because of a delay attributable to the County, the Contractor shall notify the County as soon as possible, but not later than seven (7) calendar days after such an event. Such notice shall include any justification for an extension of time and shall identify the amount of time claimed to be necessary to complete the work. The time for completion shall be 90 calendar days from the notice to proceed. The scope of the project entails the following. Install of new water main and distribution piping as per the plans and specifications by TerraVista Engineers, LLC and attached hereto. Successful contractor will need to abide by any operational restrictions on ground disturbance activities identified in the Archaeological Monitoring Plan, Tribal Representatives or Department of Archaeology and Historic Preservation. Lewis County is accepting bids in response to this Bid Call for SWW Fairgrounds and Park Water System Rehabilitation 31-2318 The scope of the project entails the following. Install of new water main and distribution piping as per the plans and specifications by TerraVista Engineers, LLC and attached hereto. Successful contractor will need to abide by any operational restrictions on ground disturbance activities identified in the Archaeological Monitoring Plan, Tribal Representatives or Department of Archaeology and Historic Preservation. Safety of Fairgrounds users will be paramount. All areas of work shall be identified with cones, barricades, flagging and signage indicating construction areas and no admittance to unauthorized personnel. Upon completion, paved areas shall be repaired to spec and grass areas shall be backfilled, compacted, topped per spec and re-seeded. Work will be inspected by City of Centralia Engineering Department prior to covering. The Lewis County Board of County Commissioners allocated $1,000,000.00 in Federal ARPA funding to the Lewis County Parks Department for the SWW Fair Water system Rehabilitation Project. The objective of this Call for Bids is to contract with a service provider that will provide the best overall value to Lewis County. While price is a significant factor, other criteria will also form the basis of our award decision, as more fully described in the Bid Evaluation and Contractor Selection section of this Request for Proposal below. The project/program may include, but is not limited to: Replacing identified domestic watermain/waterlines. Replacing/adding isolation and control valves. Reconnection of main lines to existing distribution system. Throughout this project there will be a need to maintain quality control and management of cost and expenses. The selected provider will be expected to ensure that all applicable federal, state and local laws and regulations are followed. This project is funded through the ARPA distribution received by Lewis County and the City of Centralia. This work is being performed on an active water system and scheduled events will need accommodation throughout the construction schedule. In addition, this system supplies domestic water to the Twin Cities Senior Center. Question Submission Deadline: June 5, 2024, 11:00pm. Questions must be received prior to the questions deadline. Questions and answers will be posted electronically. Addenda to this solicitation, if needed, will be posted electronically. The County, at its sole judgment, may require clarification of information submitted in any Proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory contract bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Lewis County Capital Fund 3010. The Lewis County Internal Services Department in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, herby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
