The purpose of this Invitation To Bid (ITB) is to solicit competitive sealed Bids to furnish the Asphalt Repair for the Car Loop at Bellalago Academy Project for the use of The School Board of Osceola County, Florida (School Board). 1.0 SCOPE 1.01 This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by the School Board. 1.02 AWARD TERM The successful Bidder shall be awarded a contract for the completion of the Asphalt Repair for the Car Loop at Bellalago Academy Project and to establish a fixed price per the terms and quantities specified herein. 1.03 SCOPE Work performed under this contract shall include all labor, materials, equipment necessary to provide the completion of the Asphalt Repair for the Car Loop at Bellalago Academy Project per the Plans and Specification provided by Avcon, Inc. dated April 28, 2024. The purpose of this project is to widen and refurbish the car loop at Bellalago Academy per the plans and specification. Summary of the Project: o Mill the existing car loop to a depth of 2" and overlay with new asphalt, repairing any failed sections of asphalt. o Widen a section of the loop, in stalling proper base and laying new asphalt. o Paint pavement markings and striping. o Lay at least 5' of sod around the entire car loop. Restore and re-sod any other disturbed soils. o Paint edge (face and top) of sidewalk yellow for length of the car loop. Attachments include with this bid: Attachment A - Plans and Specifications Provided by Avcon, Inc, dated April 28, 2024 Attachment B - Draft Contract 1.04 PROJECT SCHEDULING NOTE Board Approval of Bid/Contract: June 25, 2024 Project Start Date: July 1, 2024 Project Substantial Completion Date: July 26, 2024 Project Final Completion: September 27, 2024 1.05 ORDERS Schools, departments and centers of the School District of Osceola County will issue purchase orders directly to the successful Bidder for the completion of the space reconfiguration project at Bellalago Academy. The successful Bidder will be expected to honor these orders according to the discount terms and conditions listed in this bid. Each purchase order will be faxed or mailed to the awarded Bidder. 1.06 EXEMPT FROM THIS BID The District hereby notifies interested parties that the purchasing agreements and state term contracts, available under s. 287.056, of the Department of Management Services have been reviewed for the subject of this solicitation. Purchases shall not include items available at lower prices on other School Board bid awards or on Florida State Contracts. The School Board reserves the right to bid separately any item if deemed to be in the best interest of the District. 1.07 LIQUIDATED DAMAGES - See Construction Agreement incorporated herein as Attachment B 1.08 NO DAMAGES FOR DELAY - See Construction Agreement incorporated herein as Attachment B 1.09 TIME FOR COMPLETION - See 1.04 Project Schedule. 1.10 BARRICADES The Bidder shall provide all barricades and take all necessary precautions to protect building and personnel. All work shall be complete in every respect and accomplished in a workmanlike manner and Bidder shall provide for removal of all debris from the School Board premises. 2.0 STANDARD TERMS & CONDITIONS 2.02 TENTATIVE SCHEDULE May 21, 2024........................... Please note: faxed or e-mailed responses will not be accepted. The School District of Osceola County, Florida Purchasing Department, Building 2000 817 Bill Beck Blvd. Kissimmee, Florida 34744-4492 Mark package(s) "Bid # SDOC-24-B-130-CH, Asphalt Repair for the Car Loop at Bellalago Academy Project" and ensure that Bidders return address is listed on the outside of the package. Note: Please confirm that if a third party carrier (Federal Express, Airborne, UPS, USPS, etc.) is used, that the third party is properly instructed to deliver the Bid Submittal only to the Purchasing Department, Building 2000 at the above address. To be considered, a Bid must be received and accepted in the Purchasing Department before the Bid closing date and time. 2.04 PRE-BID CONFERENCE/SITE Visit A. Individuals covered by the Americans with Disabilities Act of 1990 in need of accommodations to attend public Bid openings or meetings should contact the School Board Purchasing Department in Kissimmee 407.870.4625 at least five (5) days prior to the scheduled date of the meeting. 2.05 PUBLIC BID OPENING A. The Bids will be available for inspection by appointment during normal business hours in the Purchasing Department within thirty (30) days after bid opening date or notice of a decision or intended decision, whichever is earlier. (Florida Statute 119.071 (1) (b) 2). B. A copy of the completed bid tabulation will be available on the web page at https://vendorlink.osceola.org/vendor/common/default.aspx within thirty-one (31) days after the bid opening. C. Individuals covered by the Americans with Disabilities Act of 1990 in need of accommodations to attend public Bid openings or meetings should contact the Purchasing Department at 407.870.4625 at least five (5) days prior to the scheduled date of the meeting. 2.06 BID SUBMITTAL FORM A. See Submittal Requirements for complete details. B. Note: It is not necessary to return every page of this document with the bid proposal; return only the pages that require signatures or information. C. Each Bidder shall submit one (1) complete sets of the Bid Submittal to include: o One (1) hard copy marked "ORIGINAL" o One (1) hard copies marked "COPY" o One (1) COMPLETE electronic copy on a FLASH Drive. The solicitation number and the name of company should be written on the disk. If a Non-Disclosure Agreement is signed and confidential materials are submitted, such confidential materials shall not be included on the master CD. Confidential materials shall be segregated on a separate CD, plainly labeled "Confidential Materials". D. The Invitation To Bid page and other required documents must be signed by an official authorized to legally bind the Bidder to all bid provisions. E. Terms and Conditions differing from those in this Bid shall be cause for disqualification of the Bid Submittal. 2.07 QUESTIONS CONCERNING BID A.
