Site work, paving and outdoor lighting for a road / highway in West Hartford, Connecticut. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; and for paving for a road / highway.

Seeking bids to replace existing LED lamps and install new traffic signal backplates with retroreflective borders at 33 intersections. Some intersections include existing traffic signal backplates which will be replaced as part of this project. Due to the size of the project, the project is split into two phases: "Phase 1" which includes a total of 19 intersections, and "Phase 2" which includes a total of 14 intersections. The Town expects that all intersections will be completed in CY 2024, however, the scope of this project may be modified based on funding availability. A location map and listing of the intersections included within the project is found within Section 1.06 and Section 1.07 respectively. This project includes federal funding through the American Rescue Plan Act (ARPA). The Town reserves the right to modify the scope of work based upon funding availability. This work shall be completed prior to December 31, 2024. All Bidders must file with their bid a bid bond, certified or treasurer's check in the amount of 10% of the total of the base bid made payable to the Town of West Hartford Performance and Labor and Material Payment bonds in the amount of 100% of the contract price will be required of the successful bidder if the contract pursuant to this request for bids exceeds $50,000.00. The Contractor shall provide all necessary signing, cones, barricades, or other traffic safety equipment to provide a safe work area. The Contractor shall conform to the Connecticut Department of Transportation work zone traffic control requirements and the Town of West Hartford Maintenance and Protection of Traffic Policy provided in Exhibit 8.01. Maintenance and Protection of Traffic will be paid for under the lump sum item, which shall include all associated costs. Two-way traffic shall be maintained at all times unless approved by the Engineer. A West Hartford Police private duty personnel or trained private duty traffic control person is required to control traffic anytime that traffic signal work is being performed in the roadway, or as directed by the Engineer. If West Hartford Police Department personnel are not available, private qualified traffic control personnel shall be provided for the sole purpose of controlling traffic. The Contractor shall hire the police or traffic control personnel. The cost for Police or traffic control personnel will be reimbursed to the Contractor by the Town without a markup and after proof of payment. Safe pedestrian access shall be provided at all times. Access and egress to and from all properties shall be maintained for both vehicles and pedestrians at all times. Access to all businesses shall remain open. The Contractor is responsible for providing all no parking signage and cones. Advanced coordination with the Town of West Hartford is required for work which requires the use of metered parking spaces The contractor shall pay the State prevailing wage on this project. The Bidder is required to submit a Certificate of Insurance in amounts and types specified, or a letter from the Bidder's insurance agent or broker that such insurance is obtainable by the time of execution of the contract, and that a Certificate of Insurance shall be provided to that effect not later than the date of the contract signing. Bidders are required to have an Experience Modification Rate of 1.0 or less. It is expected that this project will begin in fall 2022 and be completed in spring 2023. The contractor shall include with his bid a Productivity schedule in the form of a bar graph showing items of work on the "Y" axis and time, in weeks, along the "X" axis. Payment and Performance Bonds must be signed by the Bonding Companies and Contractors in the Office of the Purchasing Agent, 2nd Floor, Town Hall, 50 South Main Street, West Hartford, CT.
