Pierce County Parks and Recreation is requesting Statements of Qualifications from qualified multidisciplinary teams to facilitate the design, engineering, and permitting of the next phase of the Pipeline Trail, located in Pierce County. The result of this RFQ process will be the negotiation and award of a Professional Services Agreement (PSA). One firm may be selected for award and negotiation of a PSA. In some cases, the County may elect to assign only specific portions of a project, or in other cases, the entire project including auxiliary associated work to the Consultant. The County reserves the right to reject all submissions and re-advertise the project at a later date. Question Submission Deadline:June 7, 2024, 12:00pm proposals will be evaluated and interviews may be held if multiple proposers are deemed capable of meeting the requirements Provide all planning, design, engineering, permitting services, and construction administration for a proposed non-motorized, multi-modal trail alignment beginning at the intersection of Fruitland Ave E and Highway 512 following the existing Tacoma Water Pipeline 4 to 94th Ave E and 122th St E, approximately 1.4 miles in length. This will also include work on new and existing connections to the Nathan Chapman Trail. Work will include refinement of the preliminary alignment for the proposed trail, developing a trailhead and parking, developing a small park, and specific intersection treatments. The work may include, but is not limited to: Condition Assessments (estimate of remaining service life and code compliance reviews); investigation, analysis and recommendation(s) for repair/replacement of existing trails or trail components including, but not limited to trail sections, trailhead parking lots, signage, amenities, landscape architectural design and elevated or bridge structures. Conceptual design and Master Planning Planning and design required to establish preliminary, alternate and final trail alignments, as well as trailhead locations and features, service and residential driveway improvements, parking, and intersection treatments. Facilitate public outreach processes and project communications; consult with adjacent property owners and other key stakeholders to produce publicly vetted designs for the trail. Develop costing by phases, and full project timelines considering preliminary investigation, design, permitting, grants, bidding and construction. Design and related engineering services for renovations and demolition. Provide support services in other disciplines as required including but not limited to: Cost Estimating Scheduling Surveying Geotechnical Environmental Cultural Resources Additional specific design and engineering services may include, but are not limited to: Roadway and access drive design Signage ADA accessibility review and design Traffic and transportation analysis and design Storm water analysis and design Sewer and septic connections Domestic water connections Structural analysis and design Electrical and site illumination analysis and design Permitting and Bidding support services Construction Management services Record drawing production from contractor provided redlines Cost estimates and schedules during various stages of project development Peer and constructability review of design documents Field investigations and surveying Feasibility Studies, Development Planning, Evaluation and Assessments Grant and funding source support Trail maintenance & preservation analysis and recommendations Additional miscellaneous services and tasks generally associated with the whole of the Pipeline Trail.
