Site work for a water / sewer project in Vienna, Virginia. Completed plans call for site work for a water / sewer project.

As of July 8, 2024, this project has not yet been awarded. A timeline for the award has not yet been established. This stream restoration project will restore approximately 1,900 linear feet of natural stream and stabilize the steep, eroded stream banks along Bear Branch from Cottage Street SW downstream to I-66 highway. This stretch of stream runs parallel to Patrick Street SW and George C. Yeonas Park. The completed project will reduce sedimentation and improve the stream's water quality using natural channel design techniques. The period of this contract shall be from the date of award and shall be in effect until work is completed and accepted by the Town. The Contractor shall begin work within 120 days of the date of the award and complete all work within 365 calendar days after work has begun. Location of Work The location of the work is along the stream banks of Bear Branch from Cottage Street SW to the I-66 highway and this stretch of stream runs parallel to Patrick Street SW and George C. Yeonas Park. Question Deadline 06/05/2024 at 2:00 PM ET Proposal Submission Deadline: June 14, 2024, 11:00am Every request for such interpretation should be in writing and submitted through the Town's eProcurement Portal Q&A function or emailed to jerry.amacker@viennava.gov. Each bid must be accompanied by (1) cash; or (2) a Cashier's Check or a Certified Check of the Bidder made payable to the Town of Vienna; or (3) a bidder's bond on the Bid Bond Form provided herein or on a similar form which in every respect materially complies with said Bid Bond form. The amount of this bid security will be 2 1/2 % of the bid amount for bids of $100,000 or less, and 5% of the bid amount for bids greater than $100,000. For purposes of this provision, the amount of the bid shall be the Base Bid plus all positive amount alternates. The bidder's bond shall be issued by a surety company licensed to conduct business in Virginia and acceptable to the Owner. A performance bond satisfactory to the Town, executed by a surety company authorized to do business in Virginia or otherwise secured in a manner satisfactory to the Town, for the faithful performance of the Contract in strict conformity with the plans, specifications and conditions of the Contract Documents. The bond shall be in an amount equal to 100% of the price specified in the contract; and a payments bond satisfactory to the Town, executed by a surety company authorized to do business in Virginia or otherwise secured in a manner satisfactory to the Town, for the protection of all persons supplying labor and material to the contractor or its subcontractors for the performance of the work provided for in the Contract Documents. Labor and materials shall include public utility services and reasonable rentals of equipment, but only for the periods when the equipment rented is actually used at the site. The bond shall be in an amount equal to 100% of the price specified in the contract. A prime contractor shall not be precluded from requiring each subcontractor to furnish a payment bond with surety thereon in an amount equal to 100% of the contract with such subcontractor. The Successful Bidder, upon their failure or refusal to execute the Contract within fifteen (15) days after they have received notice of the acceptance of their bid, shall forfeit to the Owner the security deposited with their bid, as liquidated damages for such failure or refusal. Bidders, whether residents or nonresidents of Virginia, will be required to show evidence of a certificate of registration as required by Chapter 11 of Title 54.1 of the Code of Virginia before their bids will be considered. If a bid is $70,000 or more, or if the Contractor's annual volume is $500,000 or more, the Contractor must be licensed as a "Class A Contractor". If a bid is $7,500 or more but less than $70,000, the Contractor must be licensed as at least a "Class B Contractor". Pre-qualified bidders, or their representative, and other interested persons may be present at the opening of proposals. The liquidated damages incurred by the Owner due to the Contractor's failure to complete the Work within the Contract Time, including any extensions thereof, shall be $350.00 per day for each consecutive calendar day beyond the Contract Time (Sundays and all holidays included) for which the Contractor shall fail to complete the Work. The contract shall be awarded to the lowest responsive and responsible bidder or the most qualified and best suited offeror. The Town Council will award all contracts in the amount of seventy five thousand dollars ($75,000.00) or more. The Procurement Officer will award all contracts less than seventy five thousand dollars ($75,000.00). The Procurement Officer shall sign all contract documents, with the exception of "Construction" contracts, and issue a purchase order to the successful bidder/offeror. Document note ; Bidders may obtain complete sets of the Bidding Documents from the issuing office designated in the Advertisement for Bid in the number and for the price, if any, stated therein. Bidders shall use complete sets of Bidding Documents in preparing Bids; neither the Owner nor the A/E shall assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. The Owner in making copies of the Bidding Documents available on the above terms does so only for the purpose of obtaining Bids on the Work and does not confer a license or grant for any other use. The Town of Vienna reserves the right to reject any and all bids or to accept the bid(s) which, in its judgment, will be for its best interest. The Owner expressly reserves the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept that bid which in its judgment, best serves the interest of the Owner.
