Site work and paving for a mixed-use development in Saint Augustine Beach, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The purpose of this IFB is for a Contractor to provide all labor, materials, equipment, and transportation necessary to complete all work to construct roadway, sidewalk, drainage, and utility improvements along the Regalo Road corridor. The existing roadway will be milled and resurfaced from US 1 to the Palencia Elementary School driveway and include a sidewalk and drainage improvements. The existing roadway will be reconstructed from the Palencia Elementary School driveway to Palencia Village Drive with curb-and-gutter, new parking spaces, a raised crosswalk, sidewalk, drainage improvements, and utility improvements. A new piped stormwater system and multiple stormwater enhancements are incorporated within the design plans and roadway stormwater will outfall to an existing stormwater pond. The stormwater pond will need the outfall structure modified per the plans. Signing and pavement markings are also included within the design plans. Any and all questions related to this project shall be directed, in writing, to the Designated Point of Contact. Questions are due no later than Four oclock (4:00PM) EDST on Wednesday, April 2, 2025, so that any necessary addenda may be issued in a timely manner. Any questions received after the deadline will not be answered unless previously approved by the SJC Purchasing Director or other designated County Representative. Bid Bond 5% Each submitted Bid must be accompanied by a Bid Security, submitted on the Bid Bond Form provided herein, or in the form of a certified or cashier's check, in the amount of five percent (5%) of the Total Lump Sum Bid submitted on the Official County Bid Form, pledging that the Bidder will enter into a contract with the County on the terms stated in the IFB and will, if required, furnish bonds as described hereunder covering the faithful performance of the Contract and the payment of all obligations arising thereunder. Should the Bidder refuse to enter into such Contract or fail to furnish such bonds to the County, if required, the amount of the Bid Security shall be forfeited, not as penalty, but as liquidated damages. All bids must be submitted by or before the deadline provided in the Bid Document. Any bids received after the deadline will not be considered. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County.
