This project consists of cured-in-place pipe (CIPP) lining of gravity sewers, manhole rehabilitation, and associated work in various areas of the Town of Tonawanda as included in the Contract Documents. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Funding for this project is provided by a New York State Water Quality Improvement Project Grant (WQIP). Bidders are responsible to meet a Minority and Women-owned Business Enterprises (MWBE) project participation goal of 30%. If the Bidder, after demonstrating good faith efforts, is unable to comply with MWBE goals, the Contractor may work with the Owner to submit a Request for Waiver form documenting good faith efforts by Bidder to meet such goals. Upon entering Contract, Bidder is responsible to obtain a Vendor Identification Number with the NYS Office of the Comptroller, assigned by the Statewide Financial System. The Owner/Town reserves the right to reject any or all bids for failure to comply with the requirements of the Contract Documents but may, at its discretion, waive any informalities or irregularities. The Owner/Town further reserves the right to reject any or all bids or to award a contract which, in its judgment, is in the best interest of the Owner. No bidder may withdraw his/her/its bid within ninety (90) days after the opening thereof, without forfeiting the bid security, but may withdraw same at any time prior to the opening thereof. Bidder must sign the statement of non-collusion in accordance with Chapter 751 of the Laws of the State of New York.
