The selected Proponent will develop a 2025 Southern Nevada Strong Regional Policy Plan Update (2025 Plan Update) for a twenty-five-year planning horizon. The purpose of the 2025 Plan Update is to conduct a rigorous and inclusive planning process that, through data analysis, community engagement, and scenario planning, translates and revises the illustrative SNS vision map (see Appendix A) into an actionable, parcel-based vision for strategic future growth. The 2025 SNS Plan Update will identify an agreed upon composition of land uses and development goals that can accommodate forecasted population growth, climate resiliency goals, and maximize equity and quality of life for all Southern Nevadans. The 2025 SNS Plan Update will accomplish the following goals: 1. Re-engage and educate the community at large in regional planning processes and decision making. 2. Highlight outcomes and trade-offs of various infrastructure and development decisions to improve data-based decision-making in the region, especially for regional decisions. 3.
