The original bid security shall be in the office of Contracts and Procurement before the 2:00 closing date. Bidders shall take note of requirements for notification of MBE's and WBE's as stated in paragraph 24 of the Instruction to Bidders. All questions about the meaning or intent of the Contract Documentsshall be submitted only through the City of Topeka's e-Procurement System at least 10 calendar days prior to the opening of Bids
