Site work and paving for a mixed-use development in San Antonio, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Task order contract for sidewalk placment and repair, curb, flatwork and ramp construction in support of the IMP Sidewalks, NAMP Programs and ramp construction for the SMP Micro surface preparation. Scope will include asphalt, concrete, hot laid including Bituminous Materials, paving and resurfacing street, major and residential. Questions are to be submitted in writing in the Questions and Answers section on online The consultant's construction estimated for this contract is: $5,268,845.12 Bidder acknowledges that this is a unit price contract; that unit prices established will remain in effect and valid throughout the duration of the contract; the quantities shown are estimated quantities for budgetary purposes only; the award of this contract does not guarantee contractor the entire work shown in this FORMAL INVITATION FOR BID (IFB); the City of San Antonio (City) may order all, some, or none of the work shown in this IFB; and projects will be assigned as they become available. City may elect to award this Project based solely on the base bid, based on a combination of the base bid plus any combination of selected alternates or based on a combination of the base bid plus all alternates that serve the best interest of City. All bids must include a price for all units or line items, including any alternates. Entering a price of "$0.00" shall mean the units or line items will be provided at no cost to City. A unit price left blank shall result in the bid being deemed nonresponsive and disqualified from consideration. City reserves the right to delete line items prior to award. Small Business Economic Development Advocacy (SBEDA) Program Compliance - Respondents shall meet the subcontracting requirements as stated on 050.01 Form and on the Subcontractor/Supplier Utilization Commitment Form posted with this solicitation on the City's website. The Subcontractor/Supplier Utilization Commitment Form will be determined off of the base bid amount. Veteran-Owned Small Business Preference Program - For more detailed information on the Veteran-Owned Small Business Preference Program, see Ordinance No. 2013-12-05-0864 and solicitation document "040 Standard Instructions to Respondent", section 6. Responsible Bidder Ordinance - For more detailed information on the Responsible Bidder Ordinance, see Ordinance No. 2023-01-26- 0041 and solicitation document "040 Standard Instructions to Respondent", section 7. Heat Illness Ordinance - For more detailed information on the Heat Illness Ordinance, see Ordinance No. 2023-08-31-0585 and General Conditions for Construction Contract, Article X.1.5 and Art.X.2.3(a). Bid Protest Procedures - See solicitation document "040 Standard Instructions to Respondent", section 11. Wage Decision - Bidder shall meet the prevailing wage rate requirements established for this contract and shall reference the wage decision posted with this solicitation on the City's website. It is understood and agreed that the work is to be substantially completed on or before 420 calendar days. This project does not include hazardous environmental work. This project requires 12 project signs. The City of San Antonio strongly encourages each bidder to be as inclusive as possible, and to reach out to all segments of the M/WBE community in its efforts to exercise good faith in achieving the M/WBE subcontracting goal of 18% that has been established for this contract. While the relative availability of ready, willing, and able firms within various ethnic and gender categories will vary significantly from contract to contract based upon the particular trades that are involved, overall in the San Antonio construction industry, as reflected in the City’s Centralized Vendor Registration system for the month of April 2024, African-American owned firms represent approximately 2.60%, of available subcontractors, Hispanic-American firms represent approximately 12.44%, Asian-American firms represent approximately 0.57%, Native American firms represent approximately 0.10%, and Women-owned firms represent approximately 3.14%, of available construction subcontractors. Project construction may include but is not limited to: concrete curbs, sidewalks, driveways, concrete retaining walls-combination type, wheel chair ramps, minor asphalt milling and replacement, removing and relocating mail boxes, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, adjusting existing meter boxes, valve boxes and manholes, tree pruning, removal and/or replacement, and any other items required due to the site conditions to accomplish the project scope.
