The consultant shall assist the Town in the areas of solid waste operations and planning, closure planning, water quality monitoring, stormwater, and general environmental regulatory compliance. The scope of services includes several routine regulatory compliance tasks, including quarterly groundwater, surface water, and leachate seep monitoring and reporting, quarterly and semi-annual storm water monitoring and reporting, quarterly solid waste inspections, and annual capacity and site life estimates. The scope of services is also likely to include other non-routine tasks on an on-call basis, including solid waste permitting and design, filling plan development and operational assistance, groundwater discharge permitting and design, stormwater permitting and design, leachate seep remediation and erosion control engineering, wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, advising landfill staff regarding operational and design considerations, and site, geotechnical, and/or structural design. The scope of services includes routine / regular inspection, monitoring and reporting services for which lump sum pricing is requested and additional on-call services that may be requested. Lump sum pricing is to be provided for routine / regular compliance and permitting tasks. The Town reserves the right to award these services to one or more consultants. Not all services identified may be awarded to a consultant. The Purchasing Authority reserves the right to waive any informality or reject any and all bids. In addition to the bid specifications, all bids are subject to the terms, provisions and conditions of the Manchester Charter, Code of Ordinances, and Purchasing Guidelines. By bidding on the proposed purchase, the bidder agrees to such terms, provisions and conditions. The term of the contract shall be from October 1, 2024 up to and including June 30, 2026. Proposal prices may not be withdrawn by bidder for 90 days after bid opening.
