Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
Rehabilitation project at a house located at 816 21st Street. Roofing, Plumbing, Electrical, Carpentry 1716 6th Street This City of Rock Island property will be undergoing rehabilitation using Illinois Housing Development Authority funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to IDHA Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable IDHA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. EXTERIOR This project will involve several trades and permits. Exterior portion will begin with chimney removal below the roof line and mechanical metal liner flu will need to be ran. This liner must be a sealed connection to the appliances venting in the basement. Through the roof penetration will have a solid metal galvanized flu extending to ICM 2015 requirements. Install new flashing boot, storm collar trim and weather cap. Minor framing will be required to cover the hole where the chimney once stood. Install approved sheathing flushing with the surrounding sheathing. Remove all existing shingles and water barriers down the original sheathing. Inspect for any wood rot of large gaps that may need addressed before applying the new roof. Install ice and snow guard around the lower portion of the roof line cover at least 3' above the exterior plate line. Install Ice and snow in all the valleys. Install an approved water barrier through out the remaining roof. Install new 2" style D roof edge in white. Install 30-yr architectural shingles per homeowner's color choice selected for a limited color samples the contractor provides. Patch any old turtle vent holes from the existing roof. Install new shingle over ridge vent. Use cap matching the shingle color. Follow manufactures instructions on the installation for the required ridge cut back remove the maximum amount of sheathing to reach highest level of ventilation. Install new boot flashing for all roof penetrations. Install tail pipes on all the downspouts using hinged fixtures. Clean out all the roof debris out of all the gutters after roof completion. Reconstruction of the front stoop using a high strength concrete patching powder. The area on the lower step will need the corner rebuilt along with other minor holes on the surface. Area of work must be cleaned well in order for a secure bond. Install metal railings on two sides of the landing and one down the outside of the steps. This railing must with stand 200lbs of resistance. Metal posts will be fastened to the top of the concrete surface with approved fasteners. Support the roof structure on the rear porch with temp support columns, stabilizing the roof load while you demo the porch floor. Remove all the flooring and framing members leaving the roof and ceiling untouched. Inspect for termite damage in the area of the existing deck as there is evidence of termites in that location on the interior. There will be a treatment done by the City of Rock Island. Dig three new frost protected piers under the roof foot print. Framing a new deck in the foot print of the existing roof. Install approved flashings at the house. Use 5/4 deck boards for the flooring. Install new support columns transferring roof load down through the deck framing and on to new post with beams supported by frost footings. All lumber shall be treated grade and sized according the spans. Tie downs from the footings up through the roof beams shall be approved methods and meet IRC requirements. Ledger hold brackets to the houses structure are required for at least 2 attachment points. Handrails around the three sides of the deck floor must meet all IRC requirements No 4x4 post shall be notched at any time. Install a set of code compliant stairs that will land on the existing concrete. Must be minimum of 36 clear inches after railings and posts have been installed. Stair stringer shall be no further then 18" ONC. Stringers must be cut from 2x12 treated stock and secured to the deck with approved methods, yet allowing the foot of the stringers to move do to the seasonal weather changes of concrete. Graspable handrails required. Footing inspections is a requirement before pouring. Framing inspection is a requirement before the flooring application. Interior Remove the drywall around the existing bath tub. Remove the old cast iron tub. Remove the window over the bath tub. Inspect the remaining framing lumber and subflooring for water damage that may require repairing before installation begins. Frame in the existing window. Sheath the exterior and install a house wrap covering the sheathing and tucked in behind the existing siding. Install a flat white coil stock over the window opening and use white caulk to create a permeant water and air seal on the exterior. Insulate the open wall cavities. Install grab bar backing in the wall framing. Install a new low threshold walk in shower. Use Delta shower fixtures ( Single knob centered in shower with shower head). No shower door is required. At least 2 ADA grab bars are needed. Patch in the shower with moisture rated dry wall and blend in to existing surface. Drywall must be a smooth surface sanded and primed only. To complete this project there may be modifications to accommodate this install. The remaining scope is electrical. This house has a fuse panel needing to be update and new meter base taken to the exterior. Install a new 100-amp service meter socket, mast, weather head, ground rod, and utility GFCI near the panel. Remove all the exposed knob & tube in the basement and replace with Romex in approved junction boxes with covers. Install GFCI's in all wet locations. Add another receptacle in the kitchen above the counter top. Install working Keyless LED fixtures in the basement on a single pull switch near the top of the basement steps. Install new lighting fixtures in these locations. A. Kitchen ( globe) B. Hall (globe) C. Hallway (globe) D. Both bedrooms (light/fan combo) E. Both exterior entrances ( Flood style Motion) F. Bathroom (Exhaust fan light combo) vented to the exterior. Install co2/smokers throughout the home using a 10-year lithium battery in locations required by IEC Bidders on this project would be recommended in setting up a time to meet at the job with the construction officer to get any questions answered before summiting a sealed bid. This is not a requirement only a suggestion due to lengthy scope provided above. Building, Electrical, and Plumbing permits are required before work begins. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work. Awarding Contracts The contract shall be awarded once sealed bids are summited by the deadline and IDHA has approved the scope of work with the selected bidder's proposal. The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening. Bidder Responsibility Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the site, the scope of work, any current EPA and IDHA regulations pertaining to the work, and restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to their bid or subsequent contract. Federal, State, and Local Reporting Compliance The contractor shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also adhere to all applicable Federal, State and local regulations including but not limited to the following. o Illinois Housing Development Authority (IDHA) o US Environmental Protection Agency (EPA): 40 CFR 745 o US Occupational Safety and Health Administration (OSHA): 29 CFR 1926 Contact Information The primary contact person for this project is the City's Construction Officer.
