Reference Number 0000270929 Question Acceptance Deadline Jun 10, 2024 12:00 AM EDT Pricing Lump sum 1. Provide specialist and generalist labor and expense to perform maintenance of all testing listed in this Scope of Work contract. 2. The contractor will also be responsible to carry a Cash Allowance, and act as the General Contractor, for the following electrical contractor(s): i. Carleton Electric, who will provide the following services: a) One person on regular time to attend 2 x 2 hour shutdown preparation meetings. b) One person on regular time to write up switching orders to switch, isolate, and ground the 44kV system from HOL c) Two people on a Saturday to switch, isolate, and ground the 44kV system, then hold the station guarantee. d) One person to stay on site 16 hours Saturday, and 12 hours Sunday to assist the winning contractor with any 44kV and 13.8kV switching as the contractor/specialist testing agency goes through the campus isolating buildings for testing. The winning contractor is responsible for isolating, testing, and grounding all low voltage (600V and 208V) systems, but Carleton Electric would perform the deenergized switching at the 13.8kV level. The specialist testing agency would then perform continued switching to test out all devices. e) At the end of the shutdown on Sunday, the 2nd Carleton Electric electrician would come back, and the two electricians would inspect all locations where grounds had been installed at the 208V, 600V, 13.8kV, and 44kV systems, and perform switching to re- energize. ii. The Cash Allowance to total $15,000.00 (taxes extra). Note, the cash allowance does not include any contractor overhead and/or markup. The contractor to carry the cash allowance and related overhead and markup within their bid price. 3. Contractor to provide portable power and lighting as required for their own testing and lighting or confirm that base building emergency generator will be operating with sufficient receptacles and lighting for maintenance requirements. 4. Contractor to provide and install top-up insulating oil as required for 44kV oil circuit breakers and transformers, verify existing liquid levels before the shutdown to allow enough time to source sufficient top up oil. 5. During the course of the maintenance inspections, the contractor is responsible for identifying any equipment that they may encounter on site that is missing on the single line diagram to the building electrician and/or representative and document in the report. Perform all planning, inspections, switching, isolation, grounding, testing, re-energizing and reporting as required under this Scope of Work. 6. The work listed in this contract involves hazardous voltages, materials, operations, and equipment. These specifications do not claim to address all the safety problems associated with their use. It is the responsibility of the user to review all applicable regulatory limitations prior to the use of these specifications. 7. The contractor shall provide qualified services, or shall engage the services of a specialized, qualified testing firm, for the purpose of performing inspections and tests as herein specified. 8. The contractor, or specialized testing firm, shall provide all material, equipment, labor, and technical supervision to perform such tests and inspections. 9. The contractor will arrange and pay for all required ESA maintenance and inspection certificates for their scope of work. 10. The contractor will arrange and pay for all required City of Ottawa permits including traffic lights (if applicable) when requested by BGIS Representative. 11. The contractor will provide a comprehensive shutdown procedure for the maintenance shutdown. It will list all primary contacts with their telephone numbers and will identify all timelines for the shutdown correlated to the starting and finishing of all tasks during the shutdown, such as generator starts, switching order implementations, safety meetings, re- energization, and other similar tasks. This must be coordinated with the BGIS Representative, the maintenance contractor, the local supply authority, the specialist testing organization, and other regulatory authorities, as applicable. This shall be provided to the BGIS Representative 20 business days in advance prior to the shutdown for review. 12. The contractor to create SSSP (site specific safety plan) which will be reviewed and approved by BGIS HSE. 13. Keep working area clean and safe, all testing and maintenance areas are to be cleaned after usage, including vacuuming. 14. The contractor is responsible for monitoring Carbon Monoxide levels when a portable generator is in use. 15. The contractor is responsible for verifying all types of distribution equipment to be tested, and ensuring they have the proper equipment to test equipment, especially proprietary trip units, relays, controllers, and other similar items.
