Jefferson County Commission is accepting bids for "Demolition Services" for the Department of Community Development. The Jefferson County Commission Department of Community Services desires to enter into an agreement with OSHA certified contractor(s) for the demolition of twelve (12) structures as specified in the Properties to be Demolished Chart below. Demolition of each structure shall be bid individually. The Contractor shall provide all labor, hazardous materials sampling, hazardous materials testing, fees, inspections, certifications, services, equipment, materials, obtain permits, and supplies necessary to demolish the structure listed on the Properties to be Demolished Chart. The bid will be awarded to the lowest bidder per *property, so there may be multiple awards. All costs incurred by the company to respond to this solicitation will be the responsibility of the Bidder. All copies and contents of the bid., attachments, and explanations thereto submitted in response to this ITB, except copyrighted material, shall become the property of the Jefferson County Commission regardless of the Consultant selected. Response to this solicitation does not constitute an agreement between the Bidder and the County. The County is not responsible for delays occasioned by the U. S. Postal Service, the internal mail delivery system of the County, or any other means of delivery employed by the bidder. Similarly, the County is not responsible for, and will not open, any bid/proposal responses, which are received later than the date and time, indicated above. Telephone inquiries with questions regarding clarification on any and all specifications of the ITB will not be accepted. All questions must be typewritten and emailed to Florencie J. Jefferson County shall award this contract to the lowest responsible and responsive bidder who best meets the terms and conditions of this bid. The Awarding Authority may use life cycle cost analysis for personal property purchases as provided by the Alabama Competitive Bid Law, Code of Alabama 1975, Section 41-16-57(c) and the Code of Alabama 1975, Section 16-13B-7(c)(1)3 . Act 2011-530, Acts of Alabama, amended Section 41-16-57(c) to allow for the use of life cycle cost for goods which are, or are to become fixtures. The County reserves the right to accept or reject any or all bids, or any part of any bid, and to waive any informalities or irregularities in the bid. Time is of the essence for this contract. Failure to start and complete all work specified within the time allowed shall constitute breach of contract. All work is to be completed within eight (8) weeks from the date of the Commission approval, Commission signed contract, and after a PO is issued, unless an extension of time has been approved by the Department of Development Services. Failure to complete all work in the allotted time without extension approval from Development Services will be considered a breach of contract. The bid will then be awarded to another contractor.
