Douglas County, Nevada (the "County") is requesting statements of qualifications for comprehensive planning consultant services, to be provided over a 5-year term for the County's Minden-Tahoe Airport in accordance with the terms, conditions and specifications set forth in the Request for Proposals. Project Overview Qualified firms will provide all labor, equipment, supplies and materials to produce and deliver documents and specifications related to necessary Aviation Planning Services for various locally, state and federally funded projects for the Minden-Tahoe Airport. Aviation Planning Services include services in all of the following categories: Design study to establish the framework and detailed work program Airport data collection and facility inventories Aeronautical activity forecasts and demand/capacity analyses Facility requirements determination Airfield modeling for capacity Airport layout and terminal area plan development Airport noise studies Compatible land-use planning in the vicinity of airports Airport development schedules and cost estimates Airport financial planning and cost benefit analysis Participation in public information and community involvement programs and public hearings related to airport development and planning projects Environmental Assessments, Environmental Impact Statements, and other studies in accordance with FAA Orders 5050.4 and 1050.1 Updating airport layout plan GIS data collection, entry and analysis and other electronic graphical mapping efforts Utility planning Scope of Work The following listed tasks/projects may or may not be assigned over the term of the five year contract. This list may also not be all-inclusive. As planning-related issues arise over the term of the contract, they may be assigned to the selected consultant. The tasks are neither listed in chronological order nor by priority. The scope of work includes the categories of services identified in Section 3.1, above, as further described in the FAA Advisory Circular AC150/5100-14E(Section 1.4), and other planning services required to complete the anticipated projects described below: - Minden-Tahoe Airport's Airport Layout Plan Update (including airport data collection and public and private facility inventory update and future facility development planning) - Master Plan Update - Commercial operator site selection study(ies) - Compatible land-use planning in the vicinity of the airport, including recommended zoning code changes, property instrument considerations, development considerations, enforcement mechanisms - Hangar, Taxilane, and appurtenant Development schedules and cost estimates - Utility planning - Airfield capacity analysis and aeronautical activity forecast - GIS data collection, entry and analysis - Airport financial planning and assistance in establishing rates, investment criteria and other considerations in leasing policies The services consist of ongoing master planning, environmental planning, layout, site selection, and other comprehensive aviation planning services at the Minden-Tahoe Airport.
