**As of June 17, 2025, the project was awarded to Magnolia Underground, with an awarded amount of $3,910,399.55.** Black & Veatch and Overland Contracting (a subsidiary of Black & Veatch), as the Program Manager and Construction Manager for the Sewer Assessment and Rehabilitation Program (SARP10) on behalf of the City of Memphis, is soliciting Request for Bid (RFB) for the Group 3 Point Repair Scope of Work. The scope of Work for this bid generally consists of performing approximately 200 point repairs on sewer mains. In most cases the work will include, but is not limited to, replacing around 10' of existing sewer pipe with new ductile iron pipe, backfilling the excavation with rock and then resurfacing the disturbed area. Repairs will be made on pipe sizes ranging from 6" to 24" and down to a maximum depth of approximately 20'. Other related work may include repair to service wyes and some lateral lines, sidewalk repair, curb and gutter repair, and repair of disturbed vegetated areas. The project will involve work in both improved and unimproved areas primarily on residential streets. The allotted time for construction is 365 calendar days. MBE minimum 2.6% WBE minimum 2.6% DBE minimum 15% Firms not already prequalified for construction activity with SARP10 and Firms that prequalified more than one year ago, must submit the following registration information as soon as possible; but no later than March 18, 2025. SARP10 registration is valid for one year from the date of approval and will apply for all related construction contracts, under the SARP10 Program. If the Firm has prequalified with SARP10 in the past year, the Firm is not obligated to reapply. Step One: Send an email to Ginny Dorsey DorseyV@bv.com with the subject line New SARP10 Vendor - Group 3 Point Repair. The message should include a main point of contact name, phone number, email address, and remit to address. The email must also include a PDF attachment of the Firm's W-9 Request for Taxpayer Identification Number and Certification. Step Two: A Black & Veatch Sourcing Specialist will send a separate email requesting additional information for review and approval by Black & Veatch / OCI. No bids will be accepted from any Firm who has not successfully completed the registration process and met the minimal qualification standards. Davis-Bacon Act and American Iron and Steel Requirements: This project is being funded by a State Revolving Fund loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Disadvantaged Business Enterprises (DBE) Requirements: Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. Special Notice to Disadvantaged Business Enterprises (DBE) Firms: All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, subcontractor, professional service provider, supplier, or equipment vendor are encouraged to contact Ms. Marilyn Robinson at the Nashville Minority Business Center office listed above to review bidding/contract documents.
