The City of Newport Beach (City) is requesting proposals to survey shallow-water (Zostera marina) and deep-water (Zostera pacifica) eelgrass within Newport Harbor in Newport Beach, California. The City is required to survey shallow-water and deep-water eelgrass distribution in the harbor every two and four years, respectively. Shallow-water eelgrass is surveyed within three zones (based on eelgrass presence and variation in overall abundance). Under the City's Regional General Permit 54 (RGP 54), each zone is allowed small amounts of temporary eelgrass impacts every year resulting from routine maintenance dredging activities. Every two years, a comprehensive harbor-wide survey is conducted to track eelgrass distribution in relation to these established zones and to assess long-term eelgrass trends within the Harbor. Every four years, a focused deep-water eelgrass survey is performed to help assess the harbor's overall eelgrass health and total quantity. The objective of the 2022 eelgrass survey is to provide a depiction and quantification of both shallow and deep-water eelgrass within the Harbor. This detailed assessment will directly influence the allowable temporary impact amounts under the City's RGP 54 for the three zones for the next two-year period beginning in 2025. Caulerpa prolifera was found in 2021 in Newport Harbor, so the harbor is therefore considered an "infested system" until eradication is achieved. The City participates in the Southern California Caulerpa Action Team (SCCAT) composed of representative local, state, and federal agencies to effectively manage the infestation by implementing surveys and removing Caulerpa from the system. As part of the City's support towards removal of the invasive algae, the City is incorporating more detailed survey techniques as part of this RFP.
