Demolition, site work, paving and new construction of a mixed-use development in San Diego, California. Working plans call for the construction of a 250,000-square-foot, 6,000-bed educational facility; for site work for a educational facility; 35,000-square-foot, 1,500-space parking garage; parking garage; road / highway; for paving for a road / highway; playground / park / athletic field; and for the demolition of a educational facility.

**As of November 13, 2025, here are the Pre-qualified CM/Contractors.*** - Clark Construction Group -CA, LP. - Hensel Phelps Construction Co. - PCL Construction Services, Inc + Sundt Construction, Inc. - Webcor Construction, LP, dba, Webcor The delivery method for this project will be iCM/GC (integrated Construction Manager and General Contractor). The General Contractor will be expected to provide both pre-construction and construction services with a phased contracted and delivery method. The University has determined that bidders who submit proposals on this project must be prequalified. Prequalified bidders will be required to have the following California contractor's license: B - GENERAL BUILDING CONTRACTOR The full Pepper Canyon East District redevelopment, including all project phases, anticipates approximately 6,000 beds in multiple mid-rise and high-rise configurations for upper division students holding 12-month leases in apartment-style living. The district proposes approximately 250,000 gross-square-feet (GSF) of retail, food and beverage, fitness and activated campus amenity space, a separate Public Private Partnership will implement a 300 key hotel and conference center component, as well as approximately 5 acres for new athletic field(s) and 2 acres of park along Gilman Drive connecting into the fabric of the adjacent Pepper Canyon West Housing project. The proposed Pepper Canyon East District Phase One (PCED-1) will redevelop approximately 22-acres including the demolition of twenty-seven (27) existing low-density housing totaling roughly 326,000 gross-square-feet (GSF) and the existing Warren field and field house. District make ready will continue with rough grading, underground utilities, infrastructure, utility points of connection, and roadways in support of pad-ready land plots for future development phases. Pepper Canyon East District Phase 1 seeks to provide approximately 3,000 beds in multiple mid-rise and high-rise configurations, parking structure(s) for approximately 1,500 parking stalls, approximately 35,000 gross-square-feet (GSF) of activated campus and dining amenity space for student-focused recreation and entertainment, approximately 12,000 GSF bakery, approximately 30,000 gross-square-feet (GSF) of core and shell retail along with food and beverage space, up to 120,000 gross-square feet (GSF) of recreation facilities, public realm outdoor areas for formal and informal programmable open space including approximately 5 acres of recreation field(s) and an integrated sports loop. ESTIMATED CONSTRUCTION COST: $900,000,000 - $1,100,000,000 Below is the estimated duration of the project: Preconstruction: August 2025 - June 2027 Construction: Target completion by Fall 2030 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. However, the University reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole determination.
