Manatee County, a political subdivision of the State of Florida (hereinafter referred to as County), will receive sealed bids from individuals, corporations, partnerships, and other legal entities authorized to do business in the State of Florida, to provide ATMS Lorraine Rd from University Pkwy To 59th Ave. E., as specified in this Invitation for Bid Construction to include, but not limited to, adding fiber optic communication, ATMS devices. The successful Bidder shall furnish and install all materials, equipment and labor which is reasonably inferable and necessary for the proper completion of the Work specified in this IFBC, whether specifically indicated in the IFBC or not. The successful Bidder shall furnish all shop drawings, work drawings, labor, materials, equipment, tools, services and incidentals necessary to complete all Work required by these Specifications. The successful Bidder shall perform the Work complete, in place and ready for continuous service and shall include any repairs, replacements, and / or restoration required as a result of damages caused prior to acceptance by the County. The Scope of Work consist of, but not limited to, installation of adding fiber optic communication, Advanced Traffic Management Systems (ATMS) devices (CCTV) cameras, Bluetooth travel time measurement devices, microwave vehicle detention systems, and arterial dynamic message signs. Completion time shall be based on 400 calendar days. If the successful Bidder fails to achieve substantial completion of the Work within the contract time and as otherwise required by the Agreement (to include not only the entire Work but any portion of the Work as set forth therein), the County shall be entitled to retain or recover from the successful Bidder, as liquidated damages and not as a penalty, the sum of $1,699.00 per calendar day, commencing upon the first day following expiration of the contract time and continuing until the actual date of substantial completion. County reserves the right to accept or reject any and/or all bids, to waive irregularities and minor technicalities, and to request resubmission. Also, County reserves the right to accept all or any part of the bid and to increase or decrease quantities to meet additional or reduced requirements of County. Any sole response received by the first submission date may or may not be rejected by County depending on available competition and current needs of County.
