The City of Morgan Hill (City) is soliciting proposals for qualified firms interested in providing professional design services to conduct a feasibility study and develop planning documents for the City to convert an existing off-line storm water detention basin into a multi-function in-line basin that also provides trash capture and groundwater recharge. SCOPE OF SERVICES Currently, stormwater mostly bypasses the Butterfield off-line Basin via an adjacent channel. A large concrete weir directs flow into the basin only during large storm events. The Butterfield Basin Retrofit Project will convert the off-line basin into an in-line basin to support small rain events as well as trash capture and groundwater recharge functions. The City has not developed any designs concepts to date, but anticipates that this planning work will identify the need to reconfigure the existing concrete weir and check-dam system so that stormwater from the channel is redirected into Butterfield Basin. The purpose of the project is to retrofit/modify the existing basin into a Multi-Benefit Basin that: 1. Converts the off-line basin into an in-line basin to capture low and high flows. 2. The basin recharges as much water as possible rather than releasing stormwater through the basin outflow and into the creek. 3. Meets the State Water Board requirements to qualify as a certified trash capture device in accordance with the attached Document 2. If possible, the basin would be designed in a way that would minimize maintenance efforts by including strategies that isolate trash and sediment to one area of the basin. Strategies could include installation of a forebay where sediment and trash can settle before water enters the main basin, installation of a trash boom, or utilization of other strategies. The selected consultant team will also provide a infiltration rates, and coordination with regulating agencies for the purpose of providing a Feasibity Study. The scope of professional services to be provided shall include the completion of all tasks to deliver the study on schedule, as well as other elements or modifications which may be suggested by consultants presenting proposals to better meet the needs of the City of Morgan Hill. A more detailed scope of services is attached as Exhibit "A". The primary components of the scope include the feasibility and concept design. While not included in the scope for this initial phase, the City intends to subsequently commence on the full design documents for the project if determined feasible through this work. All services shall be provided in accordance with the City's Standard Consultant Agreement attached as Exhibit "C." The design firm will report to the City's project manager (project manager) throughout the duration of the project.
