A. The Work islocated at the east end of Murphy Avenue at the intersection County Road 34in Steubenville, Ohio at coordinates 40 21'51.47 N (latitude), 80 44'12.85"W (longitude). B. The Work to be performed under this Contract includes, but is not limited to, the installation of duplex pumps within an existing wet well, replacement of the duplex pump control panel, the replacement of the pump discharge base system, and the replacement of the pump rails and removal systems. C. Contracting Method: The Project shall be constructed under one prime Contract. Jefferson County Water and Sewer District Murphy Lift Station Equipment Replacement Project. Bid security shall be furnished in accordance with the Instructions to Bidders. This Project is being funded by the American Rescue Plan Act; Bidders must comply with the requirements of the Act. Bidders must comply with all requirements in the Instructions to Bidders, which includes furnishing Bid security and proof of qualifications to perform the Work. The Non-Collusion Affidavit of Prime Bidder must be completed and submitted with the Bid. Minimum prevailing wage rates shall be paid according to the Contract Documents and Federal and State laws. Pursuant to Ohio Revised Code Section 9.24, award of this Contract shall not be made to a Bidder listed in the FINDING AND RECOVERY DATABASE of the Auditor of the State of Ohio. All bidders shall pay particular attention to the rules and regulations of the EQUAL OPPORTUNITY POLICY, and to the AFFIRMATIVE ACTION PLAN, throughout the term of the project. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin, or handicap status. No Bidder will be subjected to discrimination in consideration for this award. If, in the opinion of the Board of Commissioners of the County of Jefferson, State of Ohio, the acceptance of the lowest and best bid is not in the best interest of all concerned, the Board of Commissioners of the County of Jefferson, State of Ohio, may accept another bid so opened. The Board of Commissioners of the County of Jefferson, State of Ohio, reserves the right to accept or reject any and all bids/proposals and to waive all informalities. The Board of Commissioners of the County of Jefferson, State of Ohio, may reject any and all bids on any basis and without disclosure of a reason. The failure to make such disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the County of Jefferson.
