All Proposals must be sealed and submitted in an envelope clearly marked "Private Sewer Line Service Plan". All PROPOSERS MUST complete the required Bidder's Disclosure Statement, Non-Collusion Declaration, and must provide a copy of the required Statement of Financial Conditions, even if a Proposer is currently executing work for the City. The City reserves the absolute right to reject any and all Proposals, and to waive any informalities therein. A Proposal submitted by a Proposer who is not in full compliance with the provisions of the City Charter and Code of Ordinances at the time of submission will be denied. The City will not accept Proposals from, nor award an agreement to, anyone who cannot prove to the satisfaction of the City that the Proposer has sufficient experience and/or is financially able and organized to successfully comply with the requirements set forth herein. The City seeks to procure the services of a proposing entity that will offer a private sewer lateral service plan as defined herein (the "Scope of Services"). The successful proposer will be expected to perform all of the services described above, including the following professional services: 1. Development and implementation of a publicity and educational plan with marketing materials designed, developed and provided to the City and residents at the expense of the Proposer; 2. Staffing and maintenance of a 24 hour toll-free call center to accept calls and provide for the immediate repair of a broken private sewer lateral and communication with the resident; 3. Timely response to private service line leaks, clogs and breaks to determine the extent of the required repair and to provide immediate relief; 4. High-quality repairs in adherence with the most current City rules and regulations, including specifications for materials and construction for sewer service lines, to include the least intrusive repair method including trenchless and no-dig technology, with the long-term goal to eliminate infiltration and exfiltration in the City; 5. Performance of all preparation, repair and restoration work in adherence with all applicable federal, state and local environmental health and safety regulations; 6. Basic restoration of ground surface features after excavation for service line repair if a trenchless or no-dig repair is not able to be made; 7. Professional customer service accountability to the City for services provided to residents; 8. Data recording and management that will provide the City with detailed reports on the number and nature of calls, location and dates of repairs and replacements, and documentation of all work performed; 9. Upon the City's request, emergency service line repairs for connections not covered by the Program for costs and fees to be negotiated and agreed to during the contract negotiation process with the successful proposer, and 10. Additional services relating to risk, insurance and bonding the Proposer shall be required to provide to the City (including documentation thereof) prior to commencement of any work whatsoever on any project occurring within City limits..
