Offerors understand and agree that technical support may not be readily available the day of and or the hours/minutes prior to a bid closing time. Offerors also understand and agree that internet access, browsers, and operating systems are not supported by the District and/or its agents. Bidders are strongly encouraged to review, create, and submit all electronic bid responses several days in advance of the due date and time. RFP Term: Pursuant to NMSA 1978, 13-1-154.1.B. Awarded contracts and all renewals cannot exceed twelve million five hundred dollars ($12,500,000) over three (3) years. SCOPE OF WORK Albuquerque Public Schools (APS) is requesting competitive sealed proposals to establish contract(s) for the servicing and repair of evaporative coolers primarily utilizing semi- skilled labor. Journeyman rates will be allowed to comply with the Journeyman to Apprentice/Laborer Ratios established by state law or with Prior approval from the Albuquerque Public Schools Mechanical Manager to meet the needs of the district when workloads require additional capabilities. This contract does not require a NMDWS Wage Rate. Contractor must be able to mobilize crews and operate anywhere within the District. APS maintains at least 13,000 evaporative coolers of all makes and models, ranging in size from 2,000 - 20,000 CFM. Peak periods for this particular service are March/April through October/November in preparation for seasonal changes. The need to make the work environments comfortable for classes and various events or work activities in the buildings is essential. The contractor's response time and thoroughness in performing the work are critical. Contractor agrees to have emergency service available for after hours or weekends (which may be billed at the applicable Emergency/After Hours Rate). Mechanical Manager or his designee(s) may also, at their discretion, authorize such work if regular service hours will disrupt activities or for some reason a site must be serviced to meet a particular need. Note that APS does not pay for time to develop estimates. Contractor must include those costs in his overhead calculations. With or without prior notification, APS designee may inspect all maintenance and repair work. Primary user of the contract will be Mechanical Maintenance Manager at APS Maintenance and Operations, or his designee(s). APS will coordinate any required access to any site(s) and may visit any job in progress at its own discretion. Contractor will provide all manpower, tools and equipment to effectively Start-up, shut down and service evaporative coolers and associated water lines. Start-up - work orders will be issued for each site. In addition to the tasks and procedures listed on the work order the contractor shall address any prep work or repairs needed to ensure all evaporative coolers at the site are operational and functioning at peak performance. This work shall be completed on the startup work order. Shut Down / Prep -work orders will be issued for each site. Contractor shall follow the tasks and procedures listed on the work order. Additionally the contractor must inspect all pads and utilize this work order and replace on an as needed basis. Service Calls- Work orders will be issued for service work, Contractor shall ensure adequate staff and materials are readily available during the peak periods March/April through October/November The scope of this contract does not include installation of new coolers. Any evaporative coolers needing replacement must be reported to the APS Mechanical Manager or designee
