Pre-Solicitation for W9128F24R0030 On or about 28 June 2024, this office will issue Request for Proposal (RFP) for 557th Weather Wing Standby Power, Offutt Air Force Base, Nebraska (NE). The solicitation will close on or about 09 Aug 2024. This solicitation is competitive 8(a) Small Business Acquisition. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Project Description (approx. quantities): This project will include all work as required to provide a redundant primary distribution feed, switch gear, and transformers, to the 557th Weather Wing located in Building 185. The redundant primary feed shall include the installation of a new 13.8kV distribution line, which is physically separated from existing feeds serving Building 185. The new single story 80 square meter metal stud, brick veneer, and PVC membrane roof addition will house the redundant switchgear, step-down transformers, and the Uninterrupted Power Supply (UPS) fed from the new distribution line. The switchgear will provide feeds to select existing electrical panels within Building 185. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Past Performance and Experience, Project Management Plan, Technical Approach, and Summary Schedule, and Key Personnel). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors. The estimated construction cost of this project is between $1,000,000 and $5,000,000.
