The County wishes to obtain legal consulting services from a legal consultant who is experienced in environmental facilities planning, energy consulting, procurement, construction, operation, and financing field with specific expertise in biogas (both landfill gas and digester gas) utilization projects and working with project developers to establish successful project partnerships and a resulting long term agreement to operate our landfill gas to energy plant or other similar beneficial use project. The scope of work for this RFQ is expected to include assisting DIWM staff with finalizing the RFQ and scoring criteria, development of the partnership structure, evaluating proposals, and negotiating contract terms. All work will be performed on a time and materials, not-to-exceed basis. The County anticipates awarding a professional services agreement to the successful proposer in July 2024. A quantity of 1 and a cost of at least $1.00 must be entered on this line in order to upload your proposals.
