Renovation of an educational facility in Columbus, Ohio. Conceptual plans call for the renovation of a educational facility.

Project Location 550 E Spring St, Columbus, OH 43215 Delivery Method Design-Build Project Description Moeller Hall, located on the Delaware Campus of the Columbus State Community College, is undergoing equipment improvements via separate projects. The existing centrifugal water-cooled Chillers are being replaced with equipment that more appropriately matches the building use and demand. The existing Chillers currently serving Moeller Hall have only seen light duty since their installation in approximately 2011, and have significant remaining useful life. The College desires to maintain that equipment for reuse in other facilities where the existing equipment is beyond anticipated useful life. As Chillers are replaced at Moeller Hall, the existing Chillers will be removed and protected for reuse. o This project intends to relocate those removed Chillers from the Delaware Campus to Rhodes Hall on the college's Main Campus in Columbus, Ohio. o Project scope descriptions herein as well as the accompanying drawings identify the scope required to relocate those Chillers to Rhodes Hall. o Scope of work includes removal of aging systems at that facility, as well as ancillary equipment, piping, and facility improvements required to maximize the operation of the newly relocated equipment. The Rhodes relocation contractor shall be responsible for coordinating with the Moeller Hall installing contractors before removal of the existing equipment. o Demolition of existing equipment shall include protection of all equipment, controllers, and ancillary components as required for proper operation after installation at the new locations. o Contractors shall coordinate with equipment manufacturers to provide recommendations for disassembly and protection of equipment during the relocation. The equipment manufacturer's representatives shall be on site during demolition to oversee any work associated with teardown of the equipment. All work shall be coordinated with building use to maintain operations as required by the College during construction. Shutdowns shall be carefully coordinated with the College, and temporary or parallel installations shall be provided as required to maintain system operations when the buildings are occupied. The Program of Requirements ("POR") will be developed as a part of this project by the Criteria Architect/Engineer ("Criteria A/E"). All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority and/or Owner's policies and procedures. Scope of Services The selected Design-Builder ("DB"), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner's project requirements and refine the project schedule. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: develop and maintain estimates of probable construction cost, value engineering, project schedules, and construction schedules; lead and manage the Schematic Design, Design Development, Subcontractor Prequalification and Bidding process, Construction Documents, Construction and Closeout stages. Total Project Cost $650,000 DB Preconstruction Services Start 08 / 01 Construction Stage Notice to Proceed 08 / 24 Substantial Completion of all Work 04 / 25 DB Services Completed 05 / 25 Selection Criteria: The DB will be selected using (i) qualifications-based process during the Request for Qualifications ("RFQ") stage to develop a short list and (ii) best value process during the Request for Proposal stage. The qualificationsbased criteria for the RFQ is included in this announcement. The best value criteria used in evaluating proposals from short listed firms will include such factors that are determined to derive or offer the greatest value to the State and Owner, combining both qualifications and fee.
