The Police Department is the existing Network Hub and Data center is where the core switching is located, along with the application servers. This site is also the primary interconnection point to carrier services such as internet, and/or other cloud based, or MSP based applications services for the Town sites. This Request for Proposals ("RFP") does not commit the Town of Spencer ("Town) to approve a Statement of Work, pay any costs incurred in the preparation of a Bidder's response to this RFP or to procure or contract for products or services. The Town reserves the right to accept or reject any and all proposals received as a result of this RFP and to contract for some, all or none of the products and services as a result of this RFP. The Town further reserves the right to negotiate with any or all qualified Bidders and to cancel in part or in its entirety this RFP if it is in the best interest of the Town to do so. Any addendum to this RFP will be posted on the Town's website where the bid solicitation is found: online. Answers to submitted questions will also be posted in the same location as the request for proposal. Question Deadline 07/01/2024 at 4:00 PM ET RFP Questions Answered: July 8, 2024 4:00pm The warranty period shall commence upon the acceptance of the equipment by the Town, as defined in the Statement of Work and the RFP. During any warranty period, Bidders must supply unlimited free telephone technical support, accessible toll-free, 24 x 7 x 365 (24 hours per day, 7 days per week, except holidays). Maximum response time for calls is 4 hours. 2. Bidders must provide an on-site warranty, with no charges for parts, labor, or transportation during any warranty period. On-site warranty service must be provided Monday through Friday during the hours of 8 AM to 6 PM, with the exception of certain federal and state holidays. Bidders must respond to a warranty service call within four (4) hours with a call back from the initial problem call and next business day on-site response time from the call back. Bidder shall identify the type and cost of any additional warranty (or warranties) available, including without limitation extending the basic manufacturer's warranty or providing service upgrades. Bidders must provide OEM replacement materials or ancillary components for the length of any warranty period. Replacement parts must be standardized and identical with the parts being replaced. Bidders must provide a Corning NPI 25-year Extended Warranty, or equivalent, and fully certify the network for purposes of obtaining this warranty. Failure to provide proof of such Corning NPI EWP Warranty and certification by Corning, or equivalent, shall result in disqualification from the bidding process. Current Corning Vendor Certificates, or equivalent, must be provided in the response, as well as examples of recently issued EWP Corning warranties or other manufacturer's equivalent. Event Site walkthrough notes: The subject line of the email to confirm Vendor attendance at the walkthrough must read FMAN RFP Fiber and be sent to jbridges@spencerma.gov. All visitors must carry a valid photo identification and sign in and out of the visitor log upon request. When requested, visitors must review and take all necessary steps to comply with relevant security policies. The Town reserves the right to reject any or all bids (responses), in whole or in part and for any reason deemed non-compliant or non-response per this RFP, its attachments or any subsequent changes. Bidders are advised to check prior to submitting a response to ensure that they have the most recent RFP files. Bidders may not alter (manually or electronically) the RFP language or any RFP component files. Modifications to the body of the RFP, specifications, terms, and conditions, or which change the intent of this RFP are prohibited and may disqualify a response. The Town reserves the right not to enter any agreement under this RFP.
