This "Request for Proposal and Qualifications" (RFP/RFQ) document is official notification of needed professional services. This RFP/RFQ is being issued to solicit a Proposal from firms qualified to perform professional land survey services and professional engineering services on federal aid projects. A submittal does not guarantee that the firm will be contracted to perform any services but only serves notice that the firm desires to be considered. Prior to negotiations, the prime consultant and any sub-consultant (A/E firm) must be approved by NJDOT for Cost Basis. The Proposal shall be enclosed in a sealed envelope bearing the legend, PROPOSAL and QUALIFICATIONS for Professional Services for FY 2024 Preliminary Engineering and FY 2025 Final Design for Quaker Neck Road, County Road #657 Resurfacing and Safety Improvements Project for the County of Salem Federal Project No. 0657301, NJDOT JOB #7106001, on the outside. Salem County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, "hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
