The City of Pacifica is accepting sealed bids/proposals for Vallemar and Rockaway Beach Areas Sewer Collection System Rehabilitation and Repair Project This section provides an outline of the anticipated scope of work. The Proposer should provide additional detail of their approach for each task, and is encouraged to expand on this scope, as it deems necessary, to provide a work product adequate to support the goals of the City. The purpose of this Request for Proposals (RFP) is for the City of Pacifica ("City") to solicit proposals from project designer ("Proposer" or "Consultant") to provide engineering design services for the Vallemar and Rockaway Beach Areas Sewer Collection System Rehabilitation and Repair Project ("Project"). The Vallemar and Rockaway Beach Areas Sewer Collection System Rehabilitation and Repair Project involves the replacement of sanitary sewer pipes and manholes. The existing sewer system in the area consists mostly of Vitrified Clay Pipe (VCP) installed in the 1940s. In the City's sewer collection system master plan update in 2021, this area was identified as having high infiltration and inflow (I/I) rate. The combination of aging infrastructure and the I/I issues necessitated this project. The replacement of the sewer pipeline system will improve system reliability and reduce Peak Wet Weather Flow (PWWF) from the area. This reduction in flow will reduce the treatment capacity strain at the Calera Creek Water Recycling Plant. The Project is broken into two components: Bid Package 1 included pipe bursting and manholes replacement and Bid Package 2 included three (3) sewer pipeline crossings at Calera Creek. Based on the funding conditions for the project and the bidding climate, the Project is anticipated to bid each bid package separately. The Project consists of the following work: Project Base Map: Developing aerial base mapping using San Mateo County property lines with field located utilities and other features including: sanitary sewer lines, manholes and lampholes; storm sewer lines and inlets; water lines, water valves, and fire hydrants; gas lines and gas valves; fiber optic lines, and survey monuments. Bid Package 1: Proposer shall provide a complete design to pipe burst the sanitary sewer pipelines and all connecting sewer manholes shown in Attachment B. The design shall be a complete piping system including, but not limited to piping, connections to laterals, fittings, clean-outs (only if City identifies), lamp-holes, and replacement of all connecting manholes. Note that the City only replaces the sanitary sewer lateral to a location no greater than 4-feet from the sewer main. The project also includes a new junction structure at the downstream end of the collection system, as shown in Sheet C1 in Attachment B. Proposer should also assume up to three (3) pipe segments to be replaced and realigned by open cut construction. The Base scope has approximately 38,000 linear feet of pipe, 135 manholes and 35 lampholes. Bid Package 2: Proposer shall provide a complete design to replace the three (3) sanitary sewer pipelines segments crossing Calera Creek as shown in Sheets C5, C7, and C16 in Attachment B. The design shall include alternatives evaluation of replacement options including any new sanitary sewer lines and/or realignment, CEQA and regulatory permitting support, and complete design of the replacement alternative selected by the City. Proposer shall develop plan view design drawings, profiles and sections as needed, Proposer-developed details, and incorporate City-furnished standard details. Furthermore, the Proposer shall employ the City's standard specifications which include the front end and technical matters. Depending on the approach, Proposer may need to provide additional specification technical sections, if the project design requires them. There is no pre-proposal meeting for this Project. The City Project Manager is Dan Patten at dpatten@pacifica.gov. Proposers shall submit all inquiries regarding this bid via the City e-Procurement Portal . Please note the deadline for submitting inquiries. All answers to inquiries will be posted on the City e-Procurement Portal Proposals may be withdrawn through the City e-Procurement Portal, the responding firm may unsubmit their proposal in ProcureNow. After withdrawing a previously submitted proposal, the responding firm may submit another proposal at any time up to the deadline for submitting proposals prior to the bid opening, but no bidder may withdraw his or her proposal for a period of thirty (30) days after the opening thereof This RFP does not commit the City to enter in a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: Make the selection based on its sole discretion. Reject any and all proposals. Issue subsequent Requests for Proposals. Postpone opening for its own convenience. Remedy technical errors in the Request for Proposals process. Approve or disapprove the use of particular subconsultants. Negotiate with any, all or none of the Proposers. Accept the most qualifier bidder (qualifications-based selection). Waive informalities and irregularities in the Proposals; and/or Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City. Please note the deadline for submitting inquiries. All answers to inquiries will be posted on the City's e-Procurement Portal at the link provided in Section 5.3. Proposers must also click "Follow" on this bid to receive an email notification when answers are posted. It is the responsibility of the bidder to check for answers to inquiries. The City shall not be responsible for nor be bound by any oral instructions, interpretations or explanations issued by the City or its representatives. City reserves the right to reject any or all RFP responses and to waive informalities and irregularities in RFP responses received. Final approval of master services agreement award is subject to the action of the City of Pacifica City Council. Lastly, the selected Consultant shall be required to maintain a current City of Pacifica business license throughout the duration of the Project The method of Contractor Selection has not been Determined at this time.
