Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide "as and when required" the following professional services at 19 Wing, CFB Comox: Design and development of concept designs and plans and specifications for pipelines and petroleum infrastructure. Preparation of Statement of Requirements. Compliance evaluation on pipeline, petroleum, oil and lubricant (POL) and petroleum infrastructure. Ultrasonic Testing (UT) of jet fuel piping. Precision leak testing for underground portion of pipelines. Non-destructive testing (NDT) inspection. Corrosion testing and pipeline integrity testing. Tank Level Monitoring. Tender and construction phase services related to pipeline and petroleum infrastructure. Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score. The SOA will be for a period of three (3) years with a maximum estimated value of $300,000.00. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one (1) year period and increased in the order of $100,000.00 for each additional period, at any time. Call-ups under the SOA are expected to be valued between $ 20,000.00 and $ 90,000.00; the maximum value of a call-up under the SOA is $ 100,000.00. Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The selected consultant will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Works and Government Services Canada (PWGSC).
