Site work and paving for a mixed-use development in Raleigh, North Carolina. Completed plans call for site work for a bridge / tunnel; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
The project shall involve the retrofit of a stormwater detention basin and the restoration of a stream channel and bypass channel downstream of the basin. The work will involve removing trees, replacing the basin's outlet structure, installing an automated valve on the outlet structure, constructing a retaining wall, replacing inlet pipes and constructing forebays, rebuilding an embankment, establishing a bypass channel, filling a headcut, excavating a new step-pool and riffle-pool stream channel, rerouting a pedestrian trail, and installing pedestrian bridges. The work will include providing traffic control and pedestrian safety around the work area during all phases of the project. Also, the work will include providing and maintaining erosion and sediment control as per the State- and City-approved erosion and sediment control plan With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N. C. contractor's valid license(s) with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Bidders shall be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. Work described in this Project Manual includes the provision of labor, materials, equipment, and services required to complete the Spottswood Street Stormwater Control Measure Retrofit and Durant Stream Restoration for the City of Raleigh, North Carolina. B. The following references shall apply to work performed for this project. It is the Contractor's responsibility to obtain copies of all documents referenced: 1. The City of Raleigh Guidelines for Land Disturbing Activities, current edition. 2. The City of Raleigh Unified Development Ordinance, current edition, including adopted text changes. 3. The City of Raleigh Stormwater Design Manual, current edition. 4. The City of Raleigh Public Utilities Handbook (Handbook), as it relates to this project, shall be used in conjunction with these specifications. All aspects of the project construction shall conform to the Handbook unless specifically addressed herein. 5. The City of Raleigh Standard Detail Drawings. C. In the event of a discrepancy between these Specifications and the references listed above, the Contractor shall use the more stringent.
