Noblesville City Hall Controls Upgrade Bids shall include BID SECURITY in the form of a Bid Bond or certified check in the amount of a sum no less than 5 percent of the Bid Sum. All Bids must comply with the Monroe County Responsible Bidder Ordinance. Bidders shall include a responsible bidder affidavit of compliance. The Owner reserves the right to accept or reject any or all bids and to waive any irregularities in bidding.
