Site work for a civil project in Elk City, Idaho. Completed plans call for site work for a water / sewer project.

The project consists of construction of a new 250,000-gallon bolted steel tank. The project also includes the installation of a UV disinfection system, SCADA and telemetry system. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither the Owner nor Engineer will be responsible for Bidding Documents, including addendum if any, obtained from sources other than the designated website. Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Idaho Division of Building Safety (DBS). Forms for registration are available from the Division of Building Safety at, 1090 E. Watertower St. Suite 150, Meridian, ID 83642. Information on registration can be obtained by calling (208) 334-3950. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Davis Bacon Wage Act or State Prevailing Wages, whichever is higher. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Elk City Water and Sewer Association in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from Idaho Department of Environmental Quality (DEQ). Award of the project will be contingent upon receiving funding and award concurrence from Idaho Department of Environmental Quality (DEQ). Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner. All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 2 PM mountain standard time on June 27, 2024. Questions received after this date will not be answered. Oral questions will only be accepted at the Pre-Bid conference. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The Association anticipates that the contractor will be able to begin construction no later than October 1, 2024, on the UV disinfection improvements. The Association has a preference for the UV Disinfection Improvements to be completed by December 31, 2024, barring equipment delays. The remaining work may be completed in 2025 if necessary.
