Site work, paving and new construction of a mixed-use development in Ephrata, Washington. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a water / sewer project; and water / sewer project.

For furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Pressure Zone 5 Improvements. ENGINEERS ESTIMATE $3,200,000 The work specified in this Section consists of furnishing all labor, materials, and equipment necessary for construction of the Pressure Zone 5 Improvements, as shown on the Plans, and hereinafter specified. The work shall include, but not be limited to, the following: Site preparation and construction of 971 SF booster station building, reinforced concrete generator pad for 125-kW generator, dry well. Install all piping and appurtenances, mechanical, electrical, and structural components to operate two 25hp booster pumps that connect to the Citys existing drinking water system. Sitework to include graded gravel surfacing, and perimeter fence. Test and commission completed system. Install all piping, appurtenances, and structures for three 6-inch pressure reducing stations and connections to the existing City drinking water system. Sitework to include removal and replacement of typical street, curb and gutter, and sidewalk sections. The Work shall be substantially complete within 110 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Ephrata, Washington. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the City of Ephrata and in an amount of not less than five percent (5%) of the total Proposal amount. All work on the project shall be subject to the higher of the State or Federal wage rates. Where federal wages apply, the Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. The City of Ephrata is an Equal Opportunity and Affirmative Action Employer. Small, Minority, and Women-owned firms are encouraged to submit bids. The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project. The City of Ephrata expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal; and to award the Project to the lowest responsive, responsible bidder that best serves the interests of the City of Ephrata.
