The Covington Housing Authority (CHA) hereby gives notice that it is seeking qualifications and proposals from qualified developers to assist CHA in evaluating the feasibility and providing a development proposal for demolishing and relocating the Alcovy Community, made up of 180 of its 280 project-based Section 8 (RAD PBRA) units. CHA is open to all plans, ideas, or proposals for financing the new construction of these 180 housing units, including, if necessary, pursuing and obtaining an allocation of 9% and/or 4% low-income-housing tax credits ("LIHTC") through the Georgia Department of Community Affairs ("DCA"). The construction of these 180 units (new construction), as related to the 180 units within the Alcovy Community, would be deemed to be Phase I. The goal for the Alcovy Road property is for the current 180 units to be redistributed into mixed-income, mixed use communities, developed and managed by CHA. A Respondent or proposer must include a design and location for a new main office, maintenance, and supplies. Where feasible, CHA would also like to incorporate quality childcare facilities in the development plans/design. CHA is seeking a qualified, turn-key, co-development partner, and a development team with demonstrated excellence in master planning and development, to analyze the potential of CHA to apply for and implement the use of grants, LIHTC, or other forms of financing for its 180 units, known as the Alcovy Community, located within the city limits of Covington, Georgia. CHA reserves the right to select one or none of the respondents or to make multiple awards based upon CHA's needs and priorities.
