Demolition, site work and paving for a civil project in Yoncalla, Oregon. Completed plans call for the demolition of a road / highway; for site work for a road / highway; and for paving for a road / highway.
The project consists of: 3RD and 4TH Street improvement work includes cold plane pavement removal, street reconstruction, aggregate base, and asphalt concrete pavement. Other work includes miscellaneous demolition work, installation of stop bars, water valve box adjustments, manhole adjustments, utility vault adjustment, and landscaping. Bids not fully completed in accordance with the Instructions to Bidders will not be considered. Pre-Qualification:Yes A Bid Security executed in favor of the Owner in the amount of not less than 10% of the total amount of the Bid is required. Per ORS 279C.385 (2), Bid Security is to be forfeited as fixed and liquidated damages should the Bidder neglect or refuse to enter into a Contract and provide suitable insurance certificates, bonds, and other required documents for the faithful performance of the work in the event the Bidder is awarded the Contract. Est. Value Notes: $172,000 to $221,000 The Owner reserves the right to reject any or all Bids, to waive all informalities, and to accept such Bids that in the opinion of the Owner are in the best interest of the Owner. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A. The Contractor shall furnish all labor, equipment, and materials necessary to complete all work in accordance with the plans, the specifications, and the terms of the Contract. This section also specifies work constraints relating to sequencing and phasing of the new improvements. B. Project Location 1. The work is located in the City of Yoncalla, Douglas County, Oregon. For more specific locations, see the location and vicinity maps on the Plans. C. Project Scope - The project scope is briefly described as follows: 1. Basic Bid a. 3rd Street - Work includes the following main items. 1. Cold plane pavement removal, aggregate base, and asphalt concrete pavement. Other work includes miscellaneous demolition work, installation of stop bars, water valve box adjustments, manhole adjustments, utility vault adjustment, and landscaping. b. 4th Street - Work includes the following main items. 1. Cold plane pavement removal, street reconstruction, aggregate base, and asphalt concrete pavement. Other work includes miscellaneous demolition work, installation of stop bars, water valve box adjustments, manhole adjustments, utility vault adjustment, and landscaping. D. Work Sequence and Constraints 1. This work will affect existing traffic and access to residences and businesses. The Contractor shall maintain the temporary traffic control measures and detour routes during the course of the construction. The Contractor shall set up the traffic control as specified in Sections 01225 and 01500, including the temporary signage prior to beginning any of the work required for the completion of the street improvements project. 2. The Contractor shall be required to phase the work in order to maintain existing public services and minimize impacts to local businesses, other public services, roadway access, travel conditions, and business operations. 3. The contractor shall perform all work necessary to complete this project in accordance with the plans and specifications including such incidentals as may be necessary to meet the intent of the project contract documents and applicable agency requirements. 4. All construction vehicles shall park on the construction site or at a location(s) indicated on the approved plan. Hours of construction for public improvements shall be 7:00 A.M. to 6:00 P.M., Monday through Friday. Construction of public improvements is prohibited Saturday unless authorized in advance by the Public Works Director. No work is allowed on Sundays or government holidays. Construction activities include all field maintenance of equipment, refueling, and pick-up or delivery of equipment as well as the actual construction activity. 5. The contractor shall notify Project Engineer and City of Yoncalla Public Works forty-eight (48) hours in advance of starting construction and twenty-four (24) hours before resuming work after shut downs, except for normal resumption of work following Saturdays, Sundays, or holidays. 6. The Contractor shall maintain minimum one-way traffic during construction with two-way traffic allowed at the end of each workday. Alternatively, the Contractor can restrict vehicular traffic for individual blocks by providing a detailed detour plan to route traffic around the work zone. Traffic control plan and detour routes shall be approved by the City of Yoncalla and the Engineer. The Contractor shall maintain access to businesses along 3rd and 4th Street at all times. 7. The Contractor shall keep an approved set of plans on the project site at all times. 8. Any inspection by the city, county, state, federal agency, or Project Engineer shall not, in any way relieve the contractor from any obligation to perform the work in compliance with the applicable codes and regulations, city standards, and project documents. 9. The staging of materials on the roadway is not allowed. This includes rock and backfill materials, spoils, construction supplies, and material from excavation.
