Pine Township Sanitary Sewer Upgrade Project The County of Armstrong OBO Pine Township proposes to utilize a portion of its Community Development Block Grant funds for the Pine Township Sanitary Sewer Upgrade Project. The proposed project will replace existing galvanized air and process piping within the WWTP that has deteriorated since the original construction. The airlines will be replaced with stainless steel piping, and appurtenances. The existing equalization pumps, slide rails, and controls within the WWTP will be replaced with equipment better suited to handle sanitary wipes. The County of Armstrong OBO Pine Township is seeking to retain an engineering firm to complete the engineering design and detailed plans and specifications related to the completion of the Pine Township Sanitary Sewer Upgrade Project. In awarding a contract to complete engineering, design and inspection relating to the project, the County of Armstrong OBO Pine Township will consider the completeness of the proposal; technical qualifications; previous experience on similar projects; the ability to complete the work within a designated time frame; and the utilization of Section 3 contractors, subcontractors, businesses, and residents. Primary criterion, therefore, in selecting an offeror will be professional qualifications. Award of a contract will be made to the proposer determined to be most technically qualified subject to negotiations of a fair and reasonable compensation for the services provided. A Pre-Design Conference will be held prior to commencing any engineering design. The County of Armstrong and/or Pine Township reserves the right to reject any and all proposals or to waive any informalities in the proposal process and may hold all proposals for a period not to exceed ninety (90) days from the date of proposal submission deadline.
