The City of New Bedford Purchasing Department, in conjunction with the New Bedford Regional Airport, is seeking proposals from qualified teams of responsible consultants to perform both a Wetland Delineation Survey and a Topographic Survey of the site. Task 1: Wetland Delineation The wetland delineation should be completed by qualified wetland scientists in accordance with both the Massachusetts Department of Environmental Protection (MassDEP) Division of Wetland and Waterways Handbook for Delineating Bordering Vegetated Wetland (2022) and the U.S. Army Corps of Engineers Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and Northeast Region (2012). The resulting Wetland Delineation Report must be acceptable to both MassDEP and the USACE for the purpose of establishing jurisdictional wetland boundaries within the survey area. The deliverable report shall include wetland delineation maps with 25' buffer zone, 100' zone. Types of plants and species found, methodology used to categorize wetlands and an investigation of any wetland surveys done previously. 1b. Task 2: Topographic Survey The selection of one (1) land surveying company that is licensed in Massachusetts to provide professional surveying services for the New Bedford Regional Airport. Prepare a partial Boundary and Existing Conditions Survey within the project limits as shown on the attached Exhibit A (approximately 70.5 +/- acres) Detail collected will include substantial features including but not limited building footprints, edges of pavement, curb cuts, striping, tree lines, fencing, signs, utility poles and surface indications of underground utilities (QLC), contours at one-foot intervals and wetland flags as delineated for this project. The following property lines/ corners are to be monumented with rebars and caps or similar permanent markers. The southerly sideline of Rayno Street, the northerly sideline of Ponin Street, 995 -1039 Mount Pleasant Street where the property abuts land of the New Bedford Airport Commission, 78 Jones Street, and 284 England Street where the property abuts land of the New Bedford Airport Commission. The horizontal coordinate datum will be the North American Datum of 1983 (NAD83) and the vertical datum will be North American Vertical Datum (NAVD) 88 as defined in FAA Advisory Circular 150/5300 16B. The survey should be tied into the primary and secondary airport control and reference the drawing "FAA AGIS Survey Project #195096" (to be provided)
